Who May Receive Nursing Facility Services
NF services for are required to be provided by state Medicaid programs for individuals age 21 or older who need them. States may not limit access to the service, or make it subject to waiting lists, as they may for home and community based services. Therefore, in some cases NF services may be more immediately available than other long-term care options. NF residents and their families should investigate other long-term care options in order to transition back to the community as quickly as possible.
Need for nursing facility services is defined by states, all of whom have established NF level of care criteria. State level of care requirements must provide access to individuals who meet the coverage criteria defined in federal law and regulation. Individuals with serious mental illness or intellectual disability must also be evaluated by the states Preadmission Screening and Resident Review program to determine if NF admission is needed and appropriate.
Nursing facility services for individuals under age 21 is a separate Medicaid service, optional for states to provide. However, all states provide the service, and in practice there is no distinction between the services.
In some states individuals applying for NF residence may be eligible for Medicaid under higher eligibility limits used for residents of an institution. See your state Medicaid agency for more information.

Veterans, Survivors and Aid and Attendance Pension plans
Financially stressed veterans and their families who are looking for assistance with assisted living costs can get relief with these pensions. The VA helps wartime veterans, surviving spouses and children with financial challenges by providing monthly supplemental tax-free revenue to those with low income. Also, wartime veterans and surviving spouses who are housebound or need the aid and attendance of another person may be eligible for additional monetary payments on top of the regular monthly pension. While there is extensive eligibility requirements, some qualifications include:
- Veterans having served actively for at least 90 days and one day during a wartime period
- Veterans and surviving spouses must be age 65 or older
- A surviving spouse must have been living with the veteran at the time of death and single at time of claim

Difference Between Assisted Living Program And Other Assisted Living Residences Or Facilities
Only official licensed Assisted Living Programs accept Medicaid and SSI to pay the fees. Most Assisted Living Facilities , on the other hand, solely accept private payment for their residential services. In such facilities, however, it is possible to apply for regular community Medicaid and to receive Medicaid personal care or consumer-directed services, which are provided independently, having nothing to do with the ALF facility

How Do I Find The Services Of The Assisted Living Program
Private-payers and Medicaid recipients may contact the ALP directly. However, Medicaid recipients must have their ALP services approved in advance by the Local Social Services District.
ALPS are regulated by the State Department of Health. The regulations require that the appropriateness of ALP services be determined by initial and periodic reassessments provided by the ALP. ALP operators are required to provide sufficient staff to perform case management functions for assisted living residents and to ensure their health, safety and well-being. ALPS are required to provide a staffing plan for review by the Department. ALPS also must meet prescribed environmental standards, which include standards for the installation of fire prevention systems and the space provided for administrative activities.

The state of New York licenses adult homes to provide personal services such as light housekeeping and meals to residents. An assisted living facility for the elderly can house from 5-200 residents unrelated to the operator. There are many types of ALFs in New York, and three specifically for seniors without significant cognitive impairments or ongoing medical issues that require 24-hour skilled nursing.
- Assisted Living Residence : These New York licensed assisted living facilities provide on-site monitoring, housekeeping, 24-hour personal care, all meals and snacks, medication management, and care plan management. All ALRs must have an operator responsible for managing staff and residents and coordinating services, both in-house and 3rd party provided.
- Enriched Assisted Living Residence : These are ALRs that provide more skilled care for elderly residents with mobility issues and/or incontinence problems, that arent typically provided by an ALR, in order to keep residents out of nursing homes longer.
