What Money Does The Government Consider Your Income

The income used to determine Medicaid eligibility is called Modified Adjusted Gross Income . Adjusted gross income is the total of all the money you earned during the year minus any allowable tax deductions. MAGI is your AGI plus any untaxed foreign income, non-taxable Social Security benefits, and tax-exempt interest. As a general rule, if your income is below 138% FPL and your state has expanded Medicaid coverage, you qualify for Medicaid based only on your income. But check with your state-specific Medicaid program to get specific requirements.

How Many People Are Enrolled In Expanded Medicaid In Michigan

Michigans Medicaid expansion program began April 1, 2014 , and enrollment in expanded Medicaid stood at nearly 652,000 people at the start of 2020. But enrollment has climbed significantly since then, due to the COVID pandemic and the resulting pause on Medicaid eligibility redeterminations. As of mid-2022, enrollment in Healthy Michigan stood at more than a million people.

As of April 2018, some Healthy Michigan enrollees were transitioned to private plans . This includes people with income above the poverty level who had been enrolled in Healthy Michigan coverage for 12 or more consecutive months, and who did not participate in the Healthy Behaviors Incentives Program or receive a medical exemption.

By March 2022, total enrollment in Medicaid in Michigan stood at 2,901,288, which was a 52% increase over the enrollment total at the end of 2013. This total includes people who were already eligible for Medicaid based on the pre-ACA guidelines, as well as roughly a million people who had enrolled as a result of Medicaid expansion.

Income Threshold For Medicaid Michigan

Freedom To Work: Working And Getting Medicaid

The Freedom to Work law allows people with disabilities to get TM Group 1 coverage while working. To be eligible, you must meet these requirements:

• Be disabled according to Social Security Administration standards
• Have a Social Security number
• Be a U.S. citizen or an immigrant with a specific status
• Report certain information to MDHHS
• Apply for any state or federal benefits for which you could be eligible

There is an asset limit and income limit. If you earn a substantial income from work, you may have to pay a premium on your coverage. The premium amount increases the more money you make.

How To Qualify For Medicaid

Almost every state has multiple Medicaid programs. But, as a good rule of thumb, if you make less than 100% to 200% of the federal poverty level and are pregnant, elderly, disabled, a parent/caretaker or a child, theres likely a program for you. And if you make less than 133% of the FPL**, theres possibly a program for you, depending on whether your state expanded Medicaid under Obamacare. In 2021, the federal poverty levels range from $12,880 to $44,660 .

In 2021, the federal poverty level in Alaska ranges from $ $16,090 to $55,850 . The federal poverty level in Hawaii ranges from $14,820 to $51,360 .

Medicaids Rules For Immigrants:

• Undocumented immigrants do not qualify for full Medicaid coverage, but they may qualify for Medicaid coverage for emergency services.

Households can take this tax credit in advance,using it to lower the monthly premium on their health insurance plan.Credit amounts are based on household income and are available to households with incomeabove 100% of the Federal Poverty Level. Therefore, the income limits below are the minimumincome limits: only households with more than the monthly amount are eligible.Typically, the credits phase out above 400% of the Federal Poverty Level , however for 2022 marketplace planscredits may be offered for households with higher incomes. Michigans Medicaid Work Requirement Proposal Took Effect January 1 2020 But Was Soon Overturned By A Judge And Approval Was Later Revoked By The Biden Administration

Michigan proposed a Medicaid work requirement for the Medicaid expansion population that received federal approval in late 2018. The work requirement waiver was based on legislation the state enacted in 2018 , and it took effect as of January 2020 non-exempt Medicaid expansion enrollees had to complete at least 80 hours per month of activities that could include work, school, job training, etc., and begin reporting their work hours as of February 2020.

But in early March, a federal judge overturned the states work requirement, which immediately eliminated the work requirement and reporting requirements . Gov. Gretchen Whitmer who has long opposed the Medicaid work requirement but who took office after it had been enshrined in statute and approved by CMS had asked Michigan lawmakers to delay implementation of the Medicaid work requirement until the lawsuit was resolved, in order to avoid wasting taxpayer dollars. But they opted to allow it to continue as planned, although that only lasted a couple of months.

Utah and Michigan were the only states with Medicaid work requirements in effect as of early 2020, and both were soon suspended . Medicaid work requirements had been approved in several other states as well, but some were overturned by lawsuits, and others were suspended or postponed by the state due to COVID. By 2021, the Biden administration had revoked work requirement waivers in every state where they had previously been approved.

Transfers Not Labeled As Divestments

There are certain transfers that MDHHS wont label as divestments. These types of transfers can be complicated. Here are some examples:

• An income transfer that is not countable income for SSI related to TM
• A transfer from one spouse to another, or a transfer solely for the benefit of the spouse not getting one of the services listed above
• A transfer to a blind or disabled child, regardless of that childs age
• A transfer totally for a purpose other than to be or stay eligible for TM
