An assisted living facility provides room and board, therapy and nursing services, and supervision. ALFs are generally less expensive and less medically intensive than a nursing home. Some ALFs are specially licensed by the state to accept Medicaid residents, and those are known as Assisted Living Programs . You can find an ALP near you here.

None of the managed long-term care programs in New York will cover assisted living facility fees.

If you are a New York resident and you want Medicaid to cover your stay in an assisted living facility, then you must qualify for ALP. ALP has limited enrollment, so it is not available to everyone who wants it.

To qualify for ALP, you must need the nursing home level of care. Furthermore, you must show that, but for the ALP, you would have to be placed in a nursing home because you do not have a home or a suitable home environment. At the same time, you cannot require 24-hour nursing care, be bedridden, or be a danger to other ALP residents. ALP has a higher income limit than regular Medicaid you must have a monthly income lower than $1,441 in 2018 to qualify for an Assisted Living Program.

Most assisted living facilities are not licensed to be ALPs, and they generally accept only private pay residents. However, residents in ALFs can qualify for Medicaid home health services that can be provided to them while they live in the ALF.

For most programs, your monthly income must be at or below $934 or $1,367 for one or two-person households respectively. You can qualify for full medical care and long-term care if you own no more than $16,800 individually or $24,600 as a couple. However, your estate may be responsible for repaying some of your long-term care expenses.

Long Term Care Options

  • Personal Care : Home Attendant and Housekeeping services for individuals having difficulty with at least one or more activities of daily life. Individuals must be Medicaid eligible and otherwise exempt from Managed Long-Term Care or Managed Care. In addition to Personal Care services, there is also a Consumer Directed Personal Assistance Program.
  • Managed Long-Term Care Program: Covers case management, nursing, home health aides, home attendant services, physical therapists for people who are Medicaid eligible, or eligible for both Medicaid and Medicare, and are medically eligible for long term care services.   • Assisted Living Program: Long term residential care, find more information on this state administered program.
  • Long Term Home Health Care Program: Plan of medical, nursing and rehabilitative care provided at home to persons medically eligible for placement in a nursing home. These individuals must have care costs which are less than the nursing home cost in the local county. Individuals can access this program through a hospital discharge planner, HCSP, or a Long Term Home Health Care Provider.

How To Apply For Medicaid In New York State

There are several ways to apply for Medicaid in New York. Individuals who are aged 64 or younger should visit the NY State of Health, the states official health care marketplace, or call the Medicaid Helpline at 541-2831.

The types of care that personal assistants can provide are much broader than those that traditional agency provided home health aides and personal care aides are allowed to administer. Medicare Coverage Of Home Health Care

Medicare has a home health care services component that is too frequently overlooked. Although limited to a maximum of 28 hours per week of skilled nursing and home health aide services or 35 per week, if approved by the administrator of the plan, the provision of the service can be indefinite in duration and without cost to the recipient. To be eligible for the coverage the beneficiary must meet the following requirements: the beneficiary must require and receive intermittent skilled nursing, or physical, occupational or speech therapy the beneficiary must be homebound the services must be ordered under a physicians plan of care and the services must be provided through an agency approved by Medicare. A typical Medicare covered claim could include two weekly visits by a nurse or physical therapist, plus four hours of a home health aide care five days a week. Agencies may misunderstand the requirement and attempt to terminate services after a fixed period of time. However, Medicare has been ordered to cover these claims.
