Missouri residents may be eligible for Medicaid LTC services that are delivered outside of the nursing home facility setting. The state has programs with different eligibility requirements that offer certain other benefits, so that seniors at home or in the community can obtain needed services.

For example, MO HealthNet offers programs to eligible state residents who require nursing care but choose to live at home. Missouri operates a Medicaid HCBS waiver program, which is designed to provide eligible individuals assistance so that they can remain living independentlyâin their homes and communitiesâinstead of in nursing homes. The HCBS entitlement program, also referred to as the Missouri Care Options program, provides financial assistance to individuals receiving services at home or in the community.

MO HealthNet has a similar program, the Aged and Disabled Waiver , that is not an entitlement but rather offers assistance on a limited-availability basis. Medicaid Asset Rules In Missouri

Medicaid for LTC has different resource rules, which you must satisfy to be eligible for coverage, than those for other MO HealthNet programs. Resources are assets like real property, personal property, life insurance with a cash value, vehicles, motorhomes, boats, IRAs, bank accounts and cash. You will have to total up all of these to determine how much you have in resources.

If you are a single person, you can have only up to $4,000 in assets with a few allowable exclusions such as a car and your home . If you are married, your non-applicant spouse at home can keep up to $128,640 worth of joint assets.

Medicaid State Plan

Medicaid is a program that offers health insurance to low-income residents throughout the U.S. While the federal government sets particular guidelines for the program, each state is able to manage the program as they see fit within the parameters set by the government. In Missouri, the Medicaid program is called MO HealthNet. As with the other states, the Missouri state Medicaid plan will cover the cost of nursing home care, as well as some home and community based services.

The Missouri Care Options program, part of the state Medicaid plan, provides in-home and community care services to reduce the frequency of nursing home placement. This program is an entitlement, which means that anyone who is eligible is able to receive services. Benefits include personal care assistance, homemaker services, nursing services, adult day care, and respite care.

The Missouri state Medicaid plan allows for self-direction of non-medical personal care assistance via the MO HealthNet Consumer Directed Services program. Friends and select family members can be hired to provide care as long as they are registered with MO HealthNet.

Hi, Im Wes Coulson from Dent-Coulson Elder Law with offices in St. Louis Missouri and OFallon Illinois and serving people throughout Southwestern Missouri and Southern Illinois. In order for someone to be eligible for Medicaid benefits to pay for nursing home care, two things have to both be true.

First, they have to meet the financial requirements for eligibility, thats something we can help with through planning. The second requirement is that they have to be in whats known as a Medicaid bed. Now, that term doesnt have anything to do with the quality of care, its a financial term that simply means that the facility will accept Medicaid as a form of payment for somebody occupying that bed.

Nursing homes vary. Some have all Medicaid beds, other have only a limited number. In the case of a nursing home that has only a limited number of Medicaid beds, and thats frankly more common in St. Louis county than otherwise in the St. Louis metropolitan area, theres some special considerations. First of all, you need to have a handle on whether you can pay the nursing home during that waiting period or it may not be a good choice. But, there are some things that we can do by way of planning that can make it so that if you are transferring assets out of harms way in order to protect them, you can actually have that penalty period start to run before the person has been placed permanently into the Medicaid bed.

Who May Receive Nursing Facility Services

NF services for are required to be provided by state Medicaid programs for individuals age 21 or older who need them. States may not limit access to the service, or make it subject to waiting lists, as they may for home and community based services. Therefore, in some cases NF services may be more immediately available than other long-term care options. NF residents and their families should investigate other long-term care options in order to transition back to the community as quickly as possible.

Need for nursing facility services is defined by states, all of whom have established NF level of care criteria. State level of care requirements must provide access to individuals who meet the coverage criteria defined in federal law and regulation. Individuals with serious mental illness or intellectual disability must also be evaluated by the state’s Preadmission Screening and Resident Review program to determine if NF admission is needed and appropriate.

Nursing facility services for individuals under age 21 is a separate Medicaid service, optional for states to provide. However, all states provide the service, and in practice there is no distinction between the services.

In some states individuals applying for NF residence may be eligible for Medicaid under higher eligibility limits used for residents of an institution. See your state Medicaid agency for more information.
