The Centers for Medicare & Medicaid Services announced today that approximately 275,000 Missourians are now eligible for comprehensive health coverage, thanks to Medicaid expansion under the Affordable Care Act. Through the American Rescue Plan , Missouri will be eligible to receive an estimated $968 million in additional federal funding for its Medicaid program over the next two years.

Free or low cost health coverage is now available to Missourians in many cases for the first time. For example, a single adult making up to $17,774 a year, or a family of 4 making up to $36,750 a year, may qualify for Medicaid through MO HealthNet. This includes parents who have not qualified before, as well as adults without children.

Hundreds of thousands of Missourians can now gain the peace of mind of having health coverage through Medicaid, said Health and Human Services Secretary Xavier Becerra. This is a win for all Missourians who have fought long and hard to gain their rightful access to quality health insurance made possible through the Affordable Care Act. As we celebrate Missouris Medicaid expansion, the Biden-Harris Administration will double down on our outreach efforts to urge the remaining twelve states to join the rest of the nation in ensuring access to health care during this critical time.

Medicaid Income Rules In Missouri

In Missouri, to qualify for Medicaid-paid nursing home care, known as vendor coverage, all of a single applicants income must go towards the cost of care. For an eligible individual, MO HealthNet would pay the cost of skilled nursing or intermediate care in excess of the persons income. Note that these LTC income rules may be different from the income limits for those applying for other health care benefits from Medicaid. For example, applicants for HCBS Medicaid waiver programs, discussed below, must meet a 2020 monthly income limit of $1,370.

For purposes of determining Medicaid LTC eligibility, any income an applicant receives, from any source, is considered. However, when only one spouse of a married couple applies for Medicaid, the income of the non-applicant spouse is not counted, so that he or she has enough funds on which to live. Additionally, the non-applicant spouse is entitled to keep a minimum monthly needs allowance, which may range from $2,113.75 to $3,216.

If you qualify for Medicaid and live in a nursing home, you will be expected to spend almost all income on your care. MO HealthNet allows nursing home residents receiving Medicaid to keep only $50 per month as a personal needs allowance.

Mu Health Care Now In Network For All Mo Healthnet Medicaid Plans

Agreement with Home State Health begins March 1, 2022, giving managed Medicaid patients in-network access to MU Health Care and Capital Region Medical Center providers and facilities

Beginning March 1, MU Health Care and Capital Region Medical Center facilities and providers will participate in all three MO HealthNet Medicaid plans. These managed Medicaid plans include Anthem Healthy Blue, Home State Health Medicaid Plan and UnitedHealthcare Community Plan. The announcement comes as MU Health Care and Capital Region Medical Center signed a new agreement with Home State Health that will put the health systems providers and facilities back in network with the insurer following a near two-year lapse.

Providing quality, compassionate and coordinated care to our patients is a top priority, and our health system works every day with public and private insurers to provide in-network access for each insurers members to all of the hospitals and valued providers throughout our system, said Jonathan Curtright, MU Health Care CEO. We are grateful the new agreement with Home State Health will allow us to care for more of the states Medicaid population.

Although MU Health Care and Capital Region Medical Center were out-of-network with Home State Health, the health systems continued to provide care for Home State Health managed Medicaid patients who had emergent needs.

Eligibility Criteria For Missouri Medicaids Long Term Care Programs

To be eligible for Missouri Medicaid, which is called MO HealthNet, a person has to meet certain financial requirements and functional requirements. The financial requirements vary by the applicants marital status, if their spouse is also applying for Medicaid, and what program they are applying for Nursing Home / Institutional Medicaid, Home and Community Based Service Waivers or Aged Blind and Disabled Medicaid / Regular Medicaid.

Missouri Nursing Home Medicaid Eligibility Criteria

For married applicants with both spouses applying, the 2022 asset limit for nursing home coverage through MO HealthNet is $10,603.70, and all of the couples income must be paid toward the cost of nursing home care with the exception of a $50 / month personal needs allowance per spouse and Medicare premium payments for applicants who are dual eligible. For a married applicant with just one spouse applying, the 2022 asset limit is $5,301.85 for the applicant spouse and $137,400 for the non-applicant spouse. Starting in September, Moshe Biron, 33, of suburban St. Louis called Missouris Medicaid help line at least 20 times, spending more than 15 hours on hold trying to figure out whether his five children still qualified for coverage after he started full-time work as a teacher. Through his state senators office, he learned in December that his children remained eligible but that he and his wife did not.

Department of Social Services spokesperson Heather Dolce said the Family Support Division was aggressively tackling the backlog by offering staffers overtime and prioritizing the oldest applications.

But health advocates criticized the agency for hiring third-party vendors to check the income and address information, which sometimes results in bad data that department staffers must fix. For example, some Medicaid recipients were erroneously flagged as living out of state, triggering a removal and appeals process. The state has paused residency checks at least through February.

Brooks said Missouris application processing time could get even worse when thecovid public health emergency ends now slated for mid-April. Federal rules in place during the pandemic have prohibited states from removing Medicaid recipients who are no longer eligible due to income status since March 2020.

Missouri Began Processing Medicaid Expansion Applications As Of October 2021

As described below, Missouri had a long and somewhat complicated road to Medicaid expansion. But the states voters approved a Medicaid expansion ballot measure in 2020, and as of October 2021, Medicaid expansion in the state was fully in effect. More than 17,000 people had already applied for coverage by the time the applications began processing.

Medicaid expansion extends coverage to adults under age 65 with household incomes up to 138% of the poverty level. In 2022, that amounts to about $18,754 for a single individual, and $38,295 for a household of four .

This is eventually expected to result in 275,000 Missouri residents becoming eligible for MO HealthNet, but enrollment is lagging well behind expectations as of early 2022.

The federal government is paying 90% of the cost of Medicaid expansion in Missouri, just as they do in other states that have expanded Medicaid. But since Missouris expanded eligibility rules took effect after the American Rescue Plan was enacted, the state is also receiving an increase of 5 percentage points added to its regular federal matching rate for the traditional Medicaid population, for the next two years .

To be eligible, you must also live in Missouri and be a U.S. citizen or eligible non-citizen and you must not reside in a public institution.
