SOUTHFIELD, Mich.—-Blue Cross Complete of Michigan, a joint venture between Blue Cross Blue Shield of Michigan and AmeriHealth Caritas serving Medicaid beneficiaries in Livingston, Wayne and Washtenaw Counties, announced today that it has been recommended by Michigans Department of Health and Human Services for a contract to provide Medicaid managed care and services in its current counties and 29 new counties in Southeastern and Western Michigan. The new contract will begin on January 1, 2016.

Founded as M-Caid in 2002, Blue Cross Complete of Michigan has been helping individuals most in need in Southeastern Michigan access health care and services they need to get healthy and stay well for more than a decade. The new contract expands Blue Cross Complete of Michigans service area to include Allegan, Barry, Clinton, Eaton, Genesee, Hillsdale, Huron, Ingham, Ionia, Jackson, Kent, Lake, Lapeer, Lenawee, Macomb, Mason, Mecosta, Monroe, Montcalm, Muskegon, Newaygo, Oakland, Oceana, Osceola, Ottawa, Sanilac, Shiawassee, St. Clair and Tuscola counties.

Blue Cross was formed in 1929 as a partnership between Baylor University Hospital and its patients who were struggling financially. The administrators of the hospital wanted to make healthcare more affordable for some patients, many of whom were Dallas public school educators on restricted budgets. The initial payment plan set up by Baylor University Hospital consisted of a 50-cent prepay each month for up to 21 days of hospitalization per year. The success of the program lead to enrollment by employees in other professions across Dallas.

Molina Healthcare was founded in 1980 by C. David Molina, an emergency room physician in Long Beach, CA. After seeing that patients were being turned away because the hospital would not accept Medi-Cal, he established his first primary care clinic in Wilmington, California in 1980. His goal was to treat the lowest-income patients. For 20 years, his son and fellow physician, J. Mario Molina, ran the company while he served as president and CEO. His younger son, John, was the CFO of Molina Healthcare. The two sons took over the company after their fathers death in 1996.

Transfers Not Labeled As Divestments

There are certain transfers that MDHHS wont label as divestments. These types of transfers can be complicated. Here are some examples:

• An income transfer that is not countable income for SSI related to TM
• A transfer from one spouse to another, or a transfer solely for the benefit of the spouse not getting one of the services listed above
• A transfer to a blind or disabled child, regardless of that childs age
• A transfer totally for a purpose other than to be or stay eligible for TM

There are other types of transfers that MDHHS will not label as divestments not listed here. Michigans Medicaid Work Requirement Proposal Took Effect January 1 2020 But Was Soon Overturned By A Judge And Approval Was Later Revoked By The Biden Administration

Michigan proposed a Medicaid work requirement for the Medicaid expansion population that received federal approval in late 2018. The work requirement waiver was based on legislation the state enacted in 2018 , and it took effect as of January 2020 non-exempt Medicaid expansion enrollees had to complete at least 80 hours per month of activities that could include work, school, job training, etc., and begin reporting their work hours as of February 2020.

But in early March, a federal judge overturned the states work requirement, which immediately eliminated the work requirement and reporting requirements . Gov. Gretchen Whitmer who has long opposed the Medicaid work requirement but who took office after it had been enshrined in statute and approved by CMS had asked Michigan lawmakers to delay implementation of the Medicaid work requirement until the lawsuit was resolved, in order to avoid wasting taxpayer dollars. But they opted to allow it to continue as planned, although that only lasted a couple of months.

Utah and Michigan were the only states with Medicaid work requirements in effect as of early 2020, and both were soon suspended . Medicaid work requirements had been approved in several other states as well, but some were overturned by lawsuits, and others were suspended or postponed by the state due to COVID. By 2021, the Biden administration had revoked work requirement waivers in every state where they had previously been approved.

What Money Does The Government Consider Your Income

The income used to determine Medicaid eligibility is called Modified Adjusted Gross Income . Adjusted gross income is the total of all the money you earned during the year minus any allowable tax deductions. MAGI is your AGI plus any untaxed foreign income, non-taxable Social Security benefits, and tax-exempt interest. As a general rule, if your income is below 138% FPL and your state has expanded Medicaid coverage, you qualify for Medicaid based only on your income. But check with your state-specific Medicaid program to get specific requirements.

If you use a network doctor or hospital, your claims will be submitted by that provider. If you see an out-of-network provider, you need to submit the claim yourself. You must submit a completed claim form or alternative documentation via fax or mailing address. As an alternative to sending a claim form, supply a description of services, a bill of charges from the provider and any medical documents you received from your provider.

For medical and/or dental services in the U.S. Puerto Rico or the U.S Virgin islands, Use these claim forms. For anywhere else or on a cruise ship outside the U.S. use the Blue Cross Blue Shield Global Core international claim forms. For prescriptions inside or outside the U.S. or U.S. territories: Use these claim forms.

Uhs Accepts Students Blue Cross Complete Healthy Mi Medicaid

U-M students with Blue Cross Complete Healthy Michigan Medicaid can use their insurance plan at UHS. This will allow students to conveniently use their health insurance on campus.

The Michigan Department of Health and Human Services and Michigan BCC have agreed that UHS can participate with BCC specifically for U-M students, their spouses/other qualified adults, and dependents. We are grateful for this unique arrangement that can help meet students needs, however, please note that the UHS Pharmacy does not participate, and routine eye care services are not covered at UHS.

BCC is the only Michigan Medicaid plan that UHS can accept because we cannot make arrangements with any other Michigan Medicaid plans. In addition, Medicaid from states other than Michigan will not cover services in the state of Michigan.

Regardless of insurance status, students can use UHS, and currently enrolled students have reduced costs because they pay the health service fee. But students have to pay for some UHS services, either out-of-pocket or by insurance.

Blue Cross Complete Payment Systems

Blue Cross Complete has implemented payment systems to meet providers requests for more payment options. The payment systems allow providers the ability to receive the following payment options for claims reimbursement:

Electronic funds transferElectronic funds transfers allow you to receive your payments directly in the bank account you designate rather than receiving them by virtual credit card or paper check. When enrolling in EFT, you will automatically receive electronic remittance advices for those payments. All generated ERAs and a detailed explanation of payment for each transaction will also be accessible for download from the ECHO provider portal at providerpayments.com.

Virtual credit cardA virtual debit transaction in which randomly generated, temporary credit card numbers are either faxed or mailed to providers for claims reimbursement. The VCC payment notification will contain a number unique to that payment transaction and an instruction page for processing the payment.

Note: Providers who arent enrolled to receive EFT will automatically receive the VCC. If you dont wish to receive your claim payments through VCC, you can opt out by calling ECHO Health at to receive a paper check.

Medicaids Rules For Immigrants:

• Undocumented immigrants do not qualify for full Medicaid coverage, but they may qualify for Medicaid coverage for emergency services.
• Most immigrants who have been lawfully present for less than five years do not qualify for full Medicaid coverage. However, they may qualify for private coverage subsidized by the government.
• Immigrants who have been lawfully present for five years or longer and some other noncitizens who meet specific noncitizen requirements qualify for the same programs that U.S. citizens can get.
