Apply For A Medicaid Health Insurance Program

Over a decade without a dentist: Medicaid dental coverage may soon be available for Island residents

You should apply for Medicaid even if you don’t think you’ll qualify. Each state has several different options for coverage that could work for you. If you do get approved, there is no waiting period. Your coverage will start immediately after enrollment.

You can apply through either the health insurance marketplace or directly through your state’s Medicaid agency.

When you fill out an application through the marketplace, you can apply for multiple different coverage plans based on your income. By doing it this way, sometimes you’ll be approved for plans that are more affordable than you’d expect.

Then if you meet the requirements for Medicaid, someone from your state agency will contact you.

To apply directly with your state’s Medicaid agency, do some research to find where they’re located and either apply online or in person.

Keep in mind, when you go to apply you may need the following:

  • Proof of identity
  • Proof of disability if applicable

Will Mississippi Expand Coverage

Governor Tate Reeves, who assumed office in 2020, campaigned on opposition to Medicaid expansion. His viewpoint is consistent with former Governor Phil Bryant. Bryant claimed that the state wouldnt be able to bear the cost if the federal government were ever unable to uphold its promise to pay at least 90% of the cost. Hes referred to accepting Medicaid expansion as a fools errand.

Mississippis share of traditional Medicaid costs climbed from fiscal year 2012 to fiscal year 2017. Lawmakers have highlighted this as a reason for not expanding coverage, but theyre missing the point that Medicaid expansion is funded under different rules from traditional Medicaid. Under Medicaid expansion, the cost to cover newly eligible residents was fully funded by the federal government through the end of 2016. In 2020 and forward, states pay 10% of costs associated with the Medicaid expansion population .

And of particular importance, states that have expanded Medicaid have seen substantially smaller growth in state Medicaid spending than states that havent expanded Medicaid.

The Mississippi State Medical Association put forth a resolution in August 2016 calling for expanded coverage but didnt use the words Medicaid expansion in their draft, knowing that the issue is too politically charged.

What Dental Services Does Medicaid Cover For Adults

The dental Medicaid plan can cover many treatments according to your State’s rules. The clinics will accept the Medicaid insurance considering these two points:

  • The health insurance segment of Medicaid pays for medically necessary oral care uniformly across the nation, and a Managed Care Organization administers claims.
  • The dental insurance part of Medicaid pays for oral care that is not medically necessary unevenly in each State, and a Dental Benefits Manager makes claims decisions.

Does Medicaid Cover Dental For Children

Let’s start with the good news. Dental help for children from low-income families is mandatory. States are required to provide dental benefits to children covered by Medicaid, so they won’t have to suffer through toothaches and cavities.

The benefits required are listed under the Early and Periodic Screening, Diagnostic and Treatment benefit. If your child has Medicaid dental insurance, it must include:

  • Pain relief and infection treatment
  • Tooth restoration
  • Dental health maintenance
  • Any service that is determined to be medically necessary

It is mandatory for the state to cover the same services to children on Medicaid as would be covered by any other private insurance plan. That means a designated dentist, routine cleaning and screening for illnesses.

Missing Out On Billions In Federal Funding

As the ACA was written, it called for Medicaid expansion in every state for residents with incomes up to 133% of poverty . But in 2012, the Supreme Court ruled that states could not be penalized for opting out of expansion, and Mississippi is one of 12 states that have not yet expanded Medicaid.

In states that expand Medicaid, the federal government paid the full cost of expansion through 2016. After that, states gradually began to pay a share of the expansion cost, but the federal government will always pay at least 90% . As a result, states that reject Medicaid expansion are leaving billions of dollars on the table.

From 2013 through 2022, Mississippi has given up $14.5 billion in federal funding that would otherwise have been available to the state to help provide medical care for low-income residents.

And since residents in states not expanding Medicaid still have to pay federal taxes, Mississippi residents have been subsidizing Medicaid expansion in other states. Over a decade, people in Mississippi are paying $1.7 billion in federal taxes that are used to pay for Medicaid expansion in other states.

How Is Medicaid Dental Coverage Different From Private Insurance

Medicaid Dental Changes

Medicaids dental coverage is different in several ways from private insurance. Medicaid will only pay for dental care from a provider who is enrolled with the states Medicaid program , whereas some private dental plans require enrollees to use in-network dentists and others do not.

Some states also limit what Medicaid will pay for dental benefits each year, but others dont have a limit, whereas most private dental plans do have a limit on how much theyll pay in a given year.

Follow up with your Medicaid agency to make sure they received the bill and continue following up until it gets paid.

So, to answer the question, does Medicaid cover dental care? Yes, it does for certain circumstances. Medicaid is a healthcare program that is co-funded by both the government and the state. Medicaid was created to provide insurance to low-income individuals and those in need. However, the overall healthcare and dental services covered are decided upon by the state.

For anyone under the age of twenty-one, dental care is required to be provided by Medicaid. This would cover any preventative or prescreening care, diagnostics, and treatments.

Eighteen states will only cover emergency or medically necessary dental services, while the other thirty-two will include some more comprehensive work such as preventative, restorative or periodontal care.

Medicaid Dental Cover For Adults 2022

Each State has different plans, costs, and services for its residents. So determining whether your Medicaid covers a specific treatment is a thorough process. First, you have to search clinics providing Medicaid dental services and assess what services you can benefit from the program.

For example, some States allow surgery in case of accidents that have resulted in teeth loss and injury. The concerned clinics can provide effective tooth replacement and treat other injuries.

So, some of the common procedures of Medicaid dental cover for adults in 2022 are:

  • Each state has specific regulations about which dental specialty areas they possess.
  • Medicaid is health insurance across the nation, which means all eligible citizens might enjoy advantages for medically required assistance.
  • The least costly alternative rule concerns what your plan might pay for implants, dentures online, orthodontia, and other services.
  • The Medicaid dental program charged with processing claims for your family is the final authority.

What Are The Types Of Braces Available

If your orthodontist or dentist deems braces medically necessary for your child, then its time to consider what type of braces is best for your kids smile. There are three basic types of braces in the market, namely traditional metal wire braces, lingual braces and clear braces. Each one comes with its strength and weaknesses.Your choice of braces will be dependent on your childs needs. By frankly consulting with an orthodontist or a dentist and allowing them to properly access your child, you will know the best option for you.Lingual braces, unlike traditional braces, are placed on the back of teeth instead of the front. Placing the braces on the back makes the braces less noticeable and, therefore, a great option for those who are conscious about the look of it in their mouth. It can however, be initially uncomfortable until your child gets used to the braces crowding against their tongue. Not everyone will like to wear lingual braces.Ceramic and metal braces are less expensive compared with lingual braces, and are easier to clean. Unlike lingual braces too, the brackets are attached to the front of teeth rather than the back. Placing it in the front makes it more visible and could affect the self-esteem of the patients. The brackets of ceramic braces are clear or tooth colored,, and so are slightly less noticeable than metal options. But because of their nature, ceramic braces stain or break faster than traditional braces.

Mississippi Medicaid And The Affordable Care Act

The Affordable Care Act creates insurance affordability programs as a way to get health coverage at no cost or lower cost than purchasing coverage on your own. In Mississippi, these programs include Mississippi Medicaid health benefits and health coverage through a federally facilitated marketplace .

Federally Facilitated MarketplaceIndividuals or families with income above the poverty level and below 400 percent of the federal poverty level can purchase insurance through the FFM with premium tax credits that lower the cost of insurance. Certain households will also qualify for cost-sharing reductions for out-of-pocket expenses for insurance through the FFM. In order to qualify for insurance through the marketplace, an individual must not be eligible for Medicaid, CHIP or affordable job-based health coverage, as determined by the FFM.

Individuals who apply for health coverage through the FFM will be assessed for Medicaid and/or CHIP eligibility. If Medicaid or CHIP eligibility is a possibility for any family member, the marketplace will electronically transfer the individuals account to the Division of Medicaid for a formal Medicaid decision. No separate application is needed to apply for Mississippi health benefits.

Can You Buy Dental Insurance While Youre On Medicaid

As a rule, Medicaid beneficiaries are not allowed to hold any type of private health insurance. Thus, a person who works for a wage low enough to qualify for Medicaid enrollment is usually prohibited from participating in an employer-provided medical insurance plan. This is also true for plans bought on a state health exchange. In most states, dental insurance is an exception to this rule. Because dental care is not mandated to be part of any states Medicaid offering, many program participants are also allowed to shop for dental insurance supplements.

Older adults whose Medicare managed health plans include dental may also rely on Medicaid as a supplement for other benefits. By law, Medicaid is the insurance of last resort, which means that all other insurance coverage must be exhausted before a provider can invoice Medicaid for the unpaid remainder. Remember that the states each have considerable leeway in how they manage their dental plans, so it is always best to check with a Medicaid worker in your state who can give you definitive information about whether your states Medicaid covers dental care or not.
