    Virginia unveiled its waiver proposal for the Medicaid work requirement, premiums, and cost-sharing in September 2018. After a public comment period and public meetings, the final waiver proposal was submitted to CMS in November 2018. In early December 2019, a few weeks after Democrats swept the election in Virginia , Virginias Medicaid Director, Karen Kimsey, notified CMS that the state was formally delaying the negotiations for the work requirement.
