    What Is The Share Of Cost Part Of The Medically Needy Program

    The Florida Medicaid “Medically Needy” program is referred to as a âshare of costâ because the Medicaid beneficiary must pay a portion of their income each month before Medicaid is approved. You can think of the share of cost as a deductible based on your familyâs monthly income and how much it exceeds traditional Medicaid income limits. So you start each month without Medicaid health insurance coverage. Only when your allowable expenses equal your share of cost in any calendar month, will you be eligible for Medicaid for the rest of that same calendar month.

    For example, if your share of cost is calculated at $675.00 and you go to the ER and receive a bill for $1,150, you would fax, mail or walk that bill into an ACCESS Florida office to prove that you have met your share of cost and Medicaid will pay the bill and any other allowable expenses for the rest of that month.

    If your share of costs is $675.00 and you go to the doctor and only receive a bill for $150.00, you have not met your âshare of costâ and you will have to pay that bill in full. However, if later the same month you go to the hospital and receive a bill for $550.00, you would submit both bills to Medicaid and the bill for $550.00 would be covered by Medicaid.

    On the first of the next calendar month you start the Medically Needy share of cost calculation all over again.

    In 2008, Oregon decided to hold a randomized lottery for the provision of Medicaid insurance in which 10,000 lower-income people eligible for Medicaid were chosen by a randomized system. The lottery enabled studies to accurately measure the impact of health insurance on an individual’s health and eliminate potential selection bias in the population enrolling in Medicaid.

    How Medically Needy Is Related To Share Of Cost And Spend

    Medically Needy describes a type of Medicaid program that looks at the individuals income and medical expenses as opposed to having a hard income limit which is called Categorically Needy. As mentioned above, one can spend excess income on medical expenses, bringing their income down to the MNA or MNIL, and therefore, qualify for Medicaid.

    Medically Needy Medicaid may be called by many different names. However, to avoid confusion, they are all referring to the same medically needy pathway to Medicaid eligibility. As mentioned before, Medicaid Spend-Down Program and Share of Cost Program are two commonly used phrases for Medically Needy Medicaid. In Pennsylvania, it is called the Medically Needy Only Medical Assistance Program. And in Georgia, it is called the Adult Medically Needy Program.     How Does Share Of Cost Work

    Medicaid share of costs programs set an income limit, known as the medically needy income limit, or MNIL. People in the program must spend down their excess income on medical expenses to reach the MNIL. Once they spend enough excess income, Medicaid covers any further medical costs for the rest of the period.

    As an example, a person has a monthly income of $600. The MNIL in their state is $300. If the participant incurs $300 of medical expenses in the month, they have spent down to the MNIL. At this point, Medicaid will cover any further health care costs.

    Emergency Medical Assistance For Non

    Non-citizens may be eligible for Medicaid coverage in emergency situations including childbirth as long as they meet the other eligibility requirements.
