Home health care can include skilled nursing or therapy services, home health aide services like medication management or bathing assistance, and personal care aide services like meal preparation or cleaning.

New Yorks’ managed care programs Program for All-Inclusive Care for the Elderly and Managed Long-Term Care both offer home health services as part of their benefit package, so if you are a participant in those programs, you can receive assistance from skilled nurses, home health aides, or personal care attendants in your home, as long as your doctor or care coordinator has authorized those services for you according to the requirements in your particular managed care plan.

In addition, New York offers personal care assistance to Medicaid beneficiaries through its Personal Care Services Program . PCSP covers assistance with in-home activities like housekeeping, bathing, using the toilet, and preparing meals. Your doctor must send a physician’s order to your local social services district, and then a nurse assessor will visit your home and interview you about your activities of daily living and your need for assistance. The assessor will decide what kind and how much assistance you need. Generally, your local social services district selects the agency that will provide services to you.

Will Medicaid Cover Any Of The Costs Of Assisted Living

Yes. Medicaid will cover some of the costs of assisted living as explained above. Eligibility requirements, however, must be met. The requirements, available benefits, and programs will vary depending on your state.

Medicaid may also cover the cost of emergency response systems and skilled nursing. Keep in mind, however, that Medicaid typically does not cover room and board, which often accounts for approximately 50 percent of the cost of assisted living.

Fortunately, most states have a regular Medicaid program along with Home and Community Based Services Medicaid Waivers. While states offer personal care assistance via Medicaid, some offer exclusively through state plans, some through waivers, and some through a combination of both.

The Cost Of Memory Care In New York

Because of the specialized staff training and resources required to provide high-quality memory care, memory care typically costs more than other types of residential care. On average, memory care will cost 20-30% more than assisted living.

In order to calculate the cost of memory care, we added 25% to the cost of assisted living as reported in the 2021 Genworth Cost of Care Survey.

In New York, the average cost of memory care is $5,725 per month, which is similar to the national median of $5,625. Seniors in New York pay on average less than those in the nearby states of New Jersey , Connecticut and Vermont . However, those residing in Pennsylvania pay slightly less, with an average of $5,125 per month.

The average cost of memory care differs vastly across the state of New York. The most affordable option is Rochester at $4,719 per month, while seniors in Watertown pay almost $6,000 more each month for care. Those seniors living in New York City pay $7,188, and their counterparts in the state capital of Albany pay $6,586 on a monthly basis.

Assisted Living Definitions In New York

The state of New York licenses adult homes to provide personal services such as light housekeeping and meals to residents. An assisted living facility for the elderly can house from 5-200 residents unrelated to the operator. There are many types of ALFs in New York, and three specifically for seniors without significant cognitive impairments or ongoing medical issues that require 24-hour skilled nursing.

  • Assisted Living Residence : These New York licensed assisted living facilities provide on-site monitoring, housekeeping, 24-hour personal care, all meals and snacks, medication management, and care plan management. All ALRs must have an operator responsible for managing staff and residents and coordinating services, both in-house and 3rd party provided.
  • Enriched Assisted Living Residence : These are ALRs that provide more skilled care for elderly residents with mobility issues and/or incontinence problems, that arent typically provided by an ALR, in order to keep residents out of nursing homes longer. There is also a Special Needs program for residents needing memory care.
  • Assisted Living Program : Adult homes are able to subsidize fees for a portion of their residencies with the Medicaid-funded Assisted Living Program. Most policies and regulations for ALPs are identical to ALRs. Not all facilities participate in this program, make sure to ask when inquiring about a facility.

How To Know If Youre Eligible For Medicaid In New York

The New York Department of Social Services determines eligibility for Medicaid statewide. In general, applicants must:

  • Be aged 65 or older
  • Have a disability or have a family member in the household with a disability
  • Meet financial guidelines

As of 2022, single applicants may have a monthly pre-tax income of no more than $934. New Yorkers aged 65 or older who dont meet the eligibility requirements can become income eligible if they have high medical bills through the Medically Needy Pathway.

  • Managed Long-Term Care Program: Covers case management, nursing, home health aides, home attendant services, physical therapists for people who are Medicaid eligible, or eligible for both Medicaid and Medicare, and are medically eligible for long term care services.   • Long Term Home Health Care Program: Plan of medical, nursing and rehabilitative care provided at home to persons medically eligible for placement in a nursing home. Individuals can access this program through a hospital discharge planner, HCSP, or a Long Term Home Health Care Provider.
