    The State Of Child Health

The United States and Colorado have made progress on child health through investments in programs like Medicaid and CHIP. Compared to children who are uninsured, children enrolled in the Medicaid and CHIP programs have shown better health and educational outcomes and improved circumstances for their families, too. But we need to do better. Mental health coverage and benefits, for example, are particularly lacking.

Childrens Colorados Government Affairs team advocates for improvements to the policies and government programs that benefit children and families and ensure that all kids have the chance to grow up healthy and strong. One key program is Medicaid.

    Balance Billing Disclosure Act

New Disclosure Requirements Effective August 1, 2017

Effective August 1, 2017, Louisiana Law states that all patients, when registering for services in a hospital or clinic, must be given and sign a new disclosure form specifically the ACT 306/HB435 Regulatory Advisory. As a patient, you are being asked to review and sign this new disclosure form. This new form advises that you may receive a medical procedure or professional care from a physician or healthcare professional that will not be part of your hospital bill, and there is potential that these services may not be covered by your health insurance provider. As a result, you may be responsible for payment for all or part of these services. You are encouraged to contact your health plan to determine whether these independent physicians or healthcare professionals are covered by your health insurance.

    Why We Focus On Medicaid

At Childrens and across the country, pediatric hospitals face the same reality: Medicaid is the primary payor. As childrens hospitals are challenged to provide quality and accessible care, and expanded programs to meet the growing needs of this vulnerable population, Medicaid payments are essential but they are not nearly sufficient enough to cover the cost of care.

Here at Childrens Hospital & Medical Center, we are no strangers to Medicaid. We are the only safety-net provider for children in Nebraska and we serve children who have specialized and highly-acute care. And over the past few years, we have seen a steady increase in the volume of our patient population that relies on Medicaid for health insurance coverage.

    • Children make up nearly 50% of all patients enrolled in Medicaid, but only account for 20% of the cost.
    • Of all the children enrolled in Medicaid, 6% are medically complex.
    • Medicaid-enrolled children with medically complex needs account for 40% of pediatric Medicaid charges. This makes them most vulnerable to changes in Medicaid funding.
