ADULT MEDICAID AND LONG TERM CARE MEDICAID PROGRAMS

Adult Medicaid is health insurance for low-income individuals, seniors, and people with disabilities. Eligibility is based on your familys monthly income and resources that are owned. To receive Medicaid for disability or blindness, you must meet Social Securitys definition of disability or blindness. Adult Medicaid covers individuals living at home in a Private Living Arrangement or individuals in Long Term Care living arrangements. The Medicare Savings Program is a limited assistance Adult Medicaid program for individuals enrolled in Medicare Part A and/or Part B. The Medicare Savings Program can help pay for Medicare premiums, coinsurance, and deductibles.

  • Apply online at or print here to mail in the application.
  • You may also request that an application be mailed to you by calling 919-580-4034.
  • Applications can be dropped off in the Social Services mail drop box located in the parking lot of Wayne County Social Services at 301 N Herman St, Goldsboro, NC 27530.
  • Apply in person at the Wayne County Dept. of Social Services located on the 2nd floor at 301 N. Herman St, Goldsboro NC. Applications are taken between 8:00 am to 5:00 pm, Monday Friday .

How Do I Go Paperless

It’s easy to go paperless. Paperless means you stop getting paper letters by mail and get them online instead. You can get an email, text message or both when you have a letter to view online. All of your letters will be online in your NC Medicaid Managed Care account.

Once you enroll in a health plan, you may choose to go paperless. There are three ways to sign up:

  • Online: Log in to your NC Medicaid Managed Care account.
  • Mobile app: To get the free mobile app, search for NC Medicaid Managed Care on or the App Store.
  • Phone: Call us at 1-833-870-5500 . The call is toll free.

You may sign up for emails, text messages or both.

Once you go paperless, you will not get any letters by mail about your health plan. All of your letters will be online in your NC Medicaid Managed Care account.

Going paperless is faster than getting letters by mail. You can view the letters in your NC Medicaid Managed Care account as soon as they are ready, so you do not have to wait for the mail.

Going paperless is also easier. The letters in your NC Medicaid Managed Care account will never be removed, so you do not have to keep copies of letters mailed to you. You can go back to read them in your NC Medicaid Managed Care account at any time.

You may stop going paperless at any time. If you do, you will get letters by mail again.

The EBCI Tribal Option is the primary care case management entity created by the Cherokee Indian Hospital Authority . It manages the primary care needs of federally recognized tribal members and others who qualify for services through Indian Health Service and live in Buncombe, Clay, Cherokee, Graham, Haywood, Henderson, Jackson, Macon, Madison, Swain or Transylvania counties.

What Is A Tailored Plan

A Tailored Plan is a North Carolina Medicaid and NC Health Choice health plan. It offers physical health, pharmacy, care management and behavioral health services. It is for members who may have significant mental health needs, severe substance use disorders, intellectual/developmental disabilities or traumatic brain injuries . Tailored Plans offer added services for members who qualify.

You should be eligible for Medicaid, even though you have some savings, according to Sara Wall Bollinger of HealtheConnections. Her Syracuse agency employs navigators who help people enroll in health plans through the state exchange.

You can qualify for Medicaid in New York if you earn up to 133 percent of the federal poverty level. Thatâs about $15,800 for a single person or $32,500 for a family of four.

Medicaid does not look at an applicantâs savings and other financial resources unless the person is 65 or older or disabled.

Sign Up: Within 8 Months After You Or Your Spouse Stop Working

  • Most people dont have to pay a premium for Part A . So, you may want to sign up for Part A when you turn 65, even if you or your spouse are still working.
  • Youll pay a monthly premium for Part B , so you may want to wait to sign up for Part B.

Avoid the penalty & gap in coverageIf you miss this 8-month Special Enrollment Period, youll have to wait to sign up and go months without coverage. How Medicaid Works With Other Coverage

You may still qualify for Medicaid even if you have other health insurance coverage, and coordination of benefits rules decide who pays your bill first. In this case, your private insurance, whether through Medicare or employer-sponsored, will be the primary payer and pays your health care provider first. Medicaid comes in as second insurance to settle what your private insurance doesnt pay, up to its limit.

If you have both Medicaid and private health insurance, you should show both your private health insurance card and Medicaid card to your medical provider every time you receive services.

A health-service provider who accepts both your Medicaid and private insurance card wont bill you for copayments or deductibles.

Extra Help is a Medicare program to help people with limited income and resources pay Medicare prescription drug costs. You may qualify for Extra Help if your yearly income and resources are below these limits in 2021:

  • Single person yearly income less than $19,320 and less than $13,290 in other resources per year

You may qualify even if you have a higher income . Resources include money in a checking or savings account, stocks, bonds, mutual funds, and Individual RetirementAccounts . Resources dont include your home, car, household items, burial plot, up to $1,500 for burial expenses , or life insurance policies.

If you qualify for Extra Help and join a Medicare drug plan, youll:

I inherited $82,000 in December 2015 will I still be eligible for Obama care and do they consider that income ? And ,or will they raise my premiums?

It depends on the exact tax implications, generally yes and this will throw off your credits and cause you to have to repay them. Not a fun answer to give, but here are the details:

Regarding inheritance: We hope to sell my deceased mothers house next year and most likely there will be a capital loss on the cost basis.

Here is my question:Presently, I receive Premium Tax Credits based on a modest income. My concern is that when IRS sees the sale itself, regardless of capital loss, then it will assume I received extra income that year from the sale, causing the IRS to see I will exceed 400% of the Federal Poverty Line limit then I will need to pay back 100% of the Premium Tax Credits I might receive in that year which would be very costly.

This is not a loss I can afford to take, since the $ amount we will receive is not significant. I can find no information on any site regarding this. If I exceed 400% of the threshold then perhaps I am better off finding private insurance in that year.

Any advice is welcome.

So the only thing is to be aware of what your net gain/loss will be and act accordingly.

So I suppose this does not apply to me.
