Do I Qualify For Medicaid

For Amanda, 2020 has been a year of changes, and not all of them have been good. The 35-year-old California resident started the year on a high note: Her son was born in January. But then she and her husband lost their jobs and their health coverage due to the pandemic.

Ive always been the one to provide our health insurance, since my husbands work is seasonal and his company doesnt offer it. But since I was working in hospitality, I dont know when Ill get my job back. Her husband is a construction worker. His work has been picking up again, slowly, but the family still doesnt have health coverage.

Im trying to figure out a medium- to long-term solution, says Amanda. It seems like Medicaid might be an option, but the process has me scratching my head.

Amanda isnt alone. As many as 27 million people have lost health coverage during the pandemic.1 For some, Medicaid is the answerbut finding out whether you qualify is sometimes confusing.

Here are a few common questions, and answers, about Medicaid.

Medicaid Income Eligibility Requirements

Usually, if youre eligible for the programs above, you meet certain income requirements. Benefits programs typically require you to provide proof of income when you apply, such as your paystub or W-2 Form. Those income requirements also apply for the Medi-Cal program. In some cases, you might be eligible for Medi-Cal based on your income alone, even if youre not signed up for another assistance program.

Medicaid income eligibility in California is based on household size. To qualify for free Medi-Cal coverage, you need to earn less than 138% of the poverty level, based on the number of people who live in your home. The income limits based on household size are:

  • One person: $17,609
  • Four people: $36,156
  • Five people: $42,339

For every person in a household above five people, add $6,183 to the income limit. Visit the California Department of Health Care Services to view additional income levels.

What Is The Cost

None. Medicaid law prohibits states from charging deductibles, copayments, or similar charges for services related to pregnancy or conditions that might complicate pregnancy, regardless of the Medicaid enrollment category. HHS presumes pregnancy related services includes all services otherwise covered under the state plan, unless the state has justified classification of a specific service as not pregnancy-related in its state plan. States may, however, impose monthly premiums on pregnant women with incomes above 150% of FPL and charge for non-preferred drugs.

Most states that cover pregnant women in their CHIP program do not have cost-sharing or any other fees associated with participation in the program.

Is A Woman Who Has Access To A Family Members Employer

Possibly. If the employer-sponsored insurance is unaffordable or not MEC, the woman is eligible for APTCs. Affordability is determined by the IRS standards for the percentage of income a person is expected to spend on insurance. This calculation applies to the cost of the employees insurance, not the cost of the family plan. That means that if the premiums for the employees insurance are affordable, no member of the family is eligible for an APTC. If the individuals premium is unaffordable, the family will be eligible for APTCs in an amount determined by their income and the premium cost.

Q How Will I Receive My Medical Care

    A. In Delaware, Medicaid benefits are provided mainly through a managed care organization, or MCO, under contract with the state. Managed care is an organized way to ensure that people receive the quality medical care they need in the most cost-effective manner. Some Medicaid recipients in Delaware those who also receive Medicare and those in Long Term Care Medicaid programs such as the Nursing Facility program do not receive their medical care through a managed care organization.

DMMA provides a choice of managed care organizations so you can select the MCO plan that is best for you and your family. Delaware contracts with two managed care plans AmeriHealth Caritas and Highmark Health Options.

The Medicaid MCO provides almost all of the care for Medicaid members who join their plan. Prescription and non-emergency medical transportation services are covered directly by Medicaid, not through the MCO. Medicaid recipients need to show their Medicaid card to pharmacies and transportation providers when receiving these services.

Medicaid Is Structured As A Federal

Subject to federal standards, states administer Medicaid programs and have flexibility to determine covered populations, covered services, health care delivery models, and methods for paying physicians and hospitals. States can also obtain Section 1115 waivers to test and implement approaches that differ from what is required by federal statute but that the Secretary of HHS determines advance program objectives. Because of this flexibility, there is significant variation across state Medicaid programs.

The Medicaid entitlement is based on two guarantees: first, all Americans who meet Medicaid eligibility requirements are guaranteed coverage, and second, states are guaranteed federal matching dollars without a cap for qualified services provided to eligible enrollees. The match rate for most Medicaid enrollees is determined by a formula in the law that provides a match of at least 50% and provides a higher federal match rate for poorer states .
