Advisory Group National Alliance For Medicaid In Education Inc
The National Alliance for Medicaid in Education, Inc. represents the nation’s Medicaid and Education agency staff, along with local education agency administrators, with programmatic responsibility for administering Medicaid’s health related service programs in schools. The primary purposes of NAME are to provide an information network among the states on issues pertinent to the Medicaid programs in schools and to act as a focal point of communication between the states. Iowa is well represented in the NAME organization.

Iowa Medicaid provides a variety of health care and medical support services to low-income people who are blind, aged 65 and older, pregnant or disabled. The Iowa Department of Human Services manages the Medicaid program and administers benefits to those who qualify.
A wide range of medically necessary services are available under one of the states managed health care plans. Medicaid members receive their health care services through a provider network of Managed Care Organizations that they participate in. There are a few treatments for which beneficiaries must pay a small co-payment at time of services.
A Managed Care Organization is a health plan that administers your care and coordinates your coverage. Iowa Medicaid has two MCOs that you can choose: Amerigroup Iowa, Inc., and Iowa Total Care.

Iowa Department Of Human Services Addresses Barriers To Care For Children With Autism On Medicaid
Autism Speaks, along with other partners and advocates, has been working to reduce barriers to care for Iowa children with autism covered by Medicaid. Thanks to these joint advocacy efforts, the Iowa Department of Human Services will be taking action to ensure equitable access to care for children with autism.
In Iowa, children with autism who are on Medicaid are eligible for therapies including applied behavior analysis . This is in accordance with Medicaid’s Early Periodic Screening, Diagnostic, and Treatment benefit which states that children under the age of 21 are entitled to any treatment, procedure or service that is medically necessary to address health conditions of a child.
Unfortunately, the state of Iowa currently places a burdensome requirement upon providers of ABA services. This unnecessary requirement is related to credentials under Medicaid that behavior technicians must possess, which are not required within Iowas private insurance autism regulation. This is causing autistic children on Medicaid and their families to sometimes have reduced access to this medically-necessary treatment.
What Does Iowa Medicaid Cover
Iowa Medicaid is designed with three main coverage groups: IA Health Link, Medicaid Fee-for-Service and HAWKI. Most Iowa Medicaid beneficiaries participate in the IA Health Link managed care program, where they access medical services from a large network of providers of their choice across the state.
The Iowa Health and Wellness Plan is offered under the IA Health Link program and provides comprehensive medical care at low or no cost to residents between the ages of 19 and 64. Eligibility is based on household income. All Iowa Health and Wellness Plan members receive medical care for free if they choose to participate in the Healthy Behaviors program. Some beneficiaries are served through the Medicaid Fee-for-Service system where their medical care providers are paid separately for each treatment, such as a doctors visit, test or procedure.
Children in Iowa receive health care from the Childrens Health Insurance Program also known as the Healthy and Well Kids in Iowa Program . Iowa provides comprehensive health coverage for uninsured children of working families who cannot afford medically necessary care.
No family in Iowa pays more than $40 a month for the service, and many families pay zero. Most of the applicants who qualify for HAWKI program in Iowa are in one of these groups:

Private Duty Health Care Agency Nurse Guidance
If your district has a student who receives services at school from a home health private health care agency nurse, as an extension of the services provided in the home, it is recommended that the students Individualized Education Program team: review the necessity of nurse level services if nurse level services are found necessary, review the necessity of using a private health care agency nurse instead of an employee nurse and review Iowa Department of Human Services Informational Letter 35. The letter states that Schools may choose to contract with health care agencies to provide the needed services. Contracted services are the responsibility of the school and the contracted providers should bill the school and not Medicaid for services written in the students IEP. While the IEP might order nursing services, the school is not obligated to use the private duty nursing agency that provides services in the students home before and/or after school. In addition, an IEP might require health paraprofessional services supervised by the school nurse if private duty nursing services are not medically necessary. If rejected by the IEP team, the private duty nursing agency cannot fail to provide services at the other authorized times of day. Vasquez V Iowa Department Of Human Services
On May 31st, 2019, the ACLU of Iowa and National ACLU LGBT and HIV Project filed a lawsuit to block implementation of an Iowa law that was recently passed to restore the ban on Medicaid coverage for essential, gender-affirming surgery to transgender Iowans that the Iowa Supreme recently struck down.
We prevailed in Good v. Iowa Dept. of Human Services in our challenge to Iowas ban on providing Medicaid coverage to transgender Iowans who need gender affirming surgery. However, after winning that case under the Iowa Civil Rights Act , the Iowa legislature amended that Act to take away protections for transgender people from the very kind of discrimination in access to public health care the Iowa Supreme Court had found to violate that statute one month before. We filed Covington v. Reynolds in 2019, to appeal the constitutionality of that amendment, but the Iowa Supreme Court decided that we would have to exhaust administrative appeals before the Iowa Department of Human Services before we could challenge the denial of coverage to Mika Covington and Aiden Vasquez. We did so asserting Iowa constitutional, ICRA, and other claims — and then filed this appeal of the denial of coverage for Mr. Vasquezs surgery in the district court on April 22, 2021.

Who Receives Medicaid
Medicaid is a health insurance program based on income. In addition to meeting certain income levels, you need to meet specific eligibility requirements to receive Medicaid coverage. The following are some of these general requirements:
