How Does Medicaid Work

The Louisiana Dept. of Health Celebrates 5 Years of Medicaid Expansion

The Medicaid program does not provide health care services for everyone. Your application will be reviewed for all Medicaid programs. If you are found eligible for Medicaid, you will get:

  • A letter in the mail from Medicaid telling you about your coverage
  • A Medicaid ID card
  • A Healthy Louisiana plan ID card, if you enroll in a plan.

Each time you go to your health care provider or pharmacy, take your Medicaid ID and Healthy LA plan ID cards with you. Show them at all medical visits before you receive any service. The health care provider or pharmacy will tell you if they accept your Medicaid benefits. You should also ask your health care provider or pharmacy if the service or prescription is covered by Medicaid before receiving the service or filling a prescription.

Medicaid does not pay money to you instead, it sends payments directly to your health care provider or pharmacy.

What If I Am Not A U S Citizen

To be eligible for Medicaid in Louisiana, you must be resident of Louisiana and either U.S. citizen or a non-citizen who is lawfully present in the U.S. Non-citizens can qualify for coverage for emergencies and labor and delivery services if income requirements are met.Medicaid and LaCHIP coverage may be available to children up to age 19 who are lawfully residing and are otherwise eligible.

    Health Coverage In Louisiana

    In 2014, Louisiana had the one of the highest uninsured rates in the U.S. Half of Louisianans were covered under private health insurance, with 45% of Louisianans covered by employer-sponsored insurance and the remaining 5% covered by individual26 coverage . Over one quarter were covered by Medicaid/other public coverage and 11% were covered by Medicare. Of the over half million beneficiaries enrolled in Medicare, nearly a third were enrolled in Medicare Advantage plans in 2015.27

    Individuals who were uninsured in 2014 were primarily low-income, in working families, and White non-Hispanic. Because most elderly Louisianans are covered by Medicare, most uninsured are nonelderly . The majority of nonelderly, uninsured Louisianans in 2014 had at least one full-time worker in their household and had income below 400% of the federal poverty level . Almost half of nonelderly, uninsured Louisianans identified as White, over one-third identified as Black, and 15% identified as Hispanic . Additionally, Figure 16 shows how the uninsured rate varies across parishes in Louisiana.

    Louisiana Department Of Health To Pay $1342 Million To Settle Alleged False Medicaid Claims For Nursing Home And Hospice Care

    The Louisiana Department of Health has agreed to resolve allegations that it submitted false and inflated Medicaid claims for long-term nursing home and hospice care, the Department of Justice announced today. Under the settlement agreement, the state agency has agreed to pay $13,422,550.

    Todays settlement demonstrates that we will take whatever steps are appropriate in our effort to protect federal healthcare programs, including Medicaid, from false claims, said Assistant Attorney General Jody Hunt for the Department of Justices Civil Division. Anyone who seeks to profit at the expense of Federal taxpayers, including state agencies, will face appropriate consequences.

    This office will remain vigilant in its efforts to ensure the integrity of the Medicaid program by continuing to pursue those who commit improprieties against the program whether they be providers or beneficiaries, or those more central to the administration of the program, said Brandon J.
