Her San Francisco start-up, Nuna, while working with the federal government, has built a cloud-computing database of the nations 74 million Medicaid patients and their treatment.

Medicaid, which provides health care to low-income people, is administered state by state. Extracting, cleaning and curating the information from so many disparate and dated computer systems was an extraordinary achievement, health and technology specialists say. This new collection of data could inform the coming debate on Medicaid spending.

Proposed Digital Warehouse A Single Source Of Truth For Missouri Medicaid Data

Missouri has received, or will receive, billions in federal pandemic aid dollars and infrastructure funding.

When lawmakers convene their 2022 legislative session on Jan. 5, much of the action in Jefferson City will involve spending that money on one-time allocations that dont induce recurring costs.

First, however, state agencies must make their annual pre-session committee rounds, presenting preliminary budget requests and signaling the start of a process that ends when next fiscal years spending plan goes into effect on July 1.

But this year, with the state, local governments and school districts weighing proposals for one-time-plugs of once-in-a-lifetime money to kick off the Fiscal Year 23 budget cycle, many agencies are thinking big and long-term.

The Missouri Department of Administration is seeking $84 million to modernize the states IT infrastructure.

Health care providers, state electric cooperatives, Internet service providers, school districts, and the Missouri Farm Bureau have appeared before panels requesting to tap into a $400 million loan program for broadband development that the state will finance, in turn, by tapping into its federal allocations from the American Rescue Plan Act and proposed Build Back Better plan when, or if, passed.

Salient, the contractor that develops user interfaces with Medicaid data warehouse data, and the Department of Health have developed a series of dashboards that are now available for public use on a dedicated website. These dashboards afford users interactive views of Medicaid enrollment and utilization data from 2011 to current and allow users to filter data by region, county or zip code. Although developed specifically for DSRIP project planning purposes, the dashboards are useful for anyone seeking to better understand service use in the Medicaid program and provide more information than the Medicaid utilization reports previously posted with DSRIP resources.

On the DSRIP Dashboards page providers will find two separate sets of dashboards as well as user tools. To introduce users to the functionality and available data, DOH has posted a 25-minute introductory webinar as well as a five-minute tutorial. Data will be updated monthly and DOH has a dedicated to provide user support. The associated glossary and data descriptions should be considered mandatory reading for anyone seeking to use the data in meaningful ways.

The second set of dashboards focus on emergency room, primary care and inpatient admission use rates. Users may compare geographic areas and graph trends over time. The dashboard set allows users to filter by age as well as Medicaid enrollment type . All of the data is exportable and enhanced with charts and graphs.

Requesting The Release Of Information To A Third Party

Any request to release Medicaid payment records to another party must consist of both a letter of request, either from the third party or from the Medicaid Member and an original authorization .

The letter requesting Medicaid payment records must include:

  • the Medicaid Member’s name AND date of birth,
  • the Medicaid Member Client Identification Number or Social Security Number, preferably both, and
  • the dates of service the report will cover.

The following are requirements for an authorization to be considered valid:

  • The authorization must give the name and address of the party that the records are to be sent to.
  • The authorization must be signed by the Medicaid Member or by a person having legal authority to sign for the Member. Except for the parent and natural guardian of a Medicaid Member who is a minor, persons signing on behalf of a Member must supply documentation proving their authority to act for the Medicaid Member.
  • The authorizations must have original, “wet ink” signatures. Copied signatures are unacceptable.
