Medicaid And Former Foster Youth

For young adults formerly in foster care, there are special provisions. Medicaid is available until age 26 for those who:

• exit foster care at age 18
• were on Medicaid while in foster care
• are not eligible for other Medicaid coverage

No income is counted towards eligibility, and the young adult is eligible even if they have another offer of coverage through an employer. Children who were adopted or placed in guardianship at age 18 are not eligible for Medicaid under the former foster care coverage group.

Having health care benefits or insurance for children with disabilities or special health care needs helps you pay for essential medical care. Technically, Medicaid is not considered an insurance plan, but many people refer to it that way. It is a program that helps people get many different types of medical and health-related services, depending on their needs and what they are approved for.

For many families, Medicaid programs offer much-needed free or low-cost health care. Most Medicaid programs have household income requirements. However, there are certain Medicaid programs, known as waivers, which only look at your childs income. Medical Programs Qualified Medicare Beneficiaries And Specified Low

Individuals receiving some Texas Works Medicaid types of assistance may also qualify for the Medicaid for the Elderly and People with Disabilities Medicare Savings Program types of assistance, MC QMB or MC SLMB , if they meet the eligibility criteria. See policy in the Medicaid for the Elderly and People with Disabilities Handbook, Q-2000, Qualified Medicare Beneficiaries MC-QMB.

Individuals may receive QMB and the following types of assistance:

• MA Earnings Transitional
• MA Parents and Caretaker Relatives
• MA Pregnant Women
• MA Children Under 1
• MA Newborn Children
• MA Children 1-5
• MA Children 6-18
• MA Former Foster Care Children

The above programs cannot be dually eligible for SLMB. Even though these programs may meet SLMB eligibility requirements, the Medicare Part B premium is already paid. An individual can be dually eligible for MA MN with Spend Down and SLMB.

Issues To Consider As Children Transition To Other Sources Of Coverage

If the household income of a child enrolled in Medicaid has increased, the child will likely be eligible for CHIP while a minority may be eligible for subsidized federal and state marketplace coverage. Some children may have a parent who has an offer of employer coverage, although affordability may be a barrier. While all children could face difficulties in transitioning to other coverage, transition issues will likely be more challenging in the 34 states with separate CHIP programs compared to the 16 states and D.C., where all CHIP-funded children are enrolled in Medicaid.

Home And Community Based Waivers

Home and Community Based Services Waivers are Medicaid programs that provide services in the home for persons who would otherwise require institutional care in a hospital or nursing facility. Without waiver services being delivered in the community, some young adults might not be able to live at home or receive needed supports in the workplace.

Former Foster Care Children Program Eligibility

To be eligible for this program, the young adult must:

• Be age 18 through 25
• Have been in Texas foster care on his or her 18th birthday or older
• Be receiving Medicaid when he or she aged out of Texas foster care and
• Be a US citizen or have a qualified alien status, such as a green card.

There are no income, asset, or educational requirements to qualify for the Former Foster Care Children program.

Medical Programs Except Tp 40

Advisors certify the applicant for Medicaid only for the month the individual meets all eligibility requirements and has:

• unpaid medical bills for Title XIX-covered services or
• received Medicaid services from the Texas Department of State Health Services.

Advisors provide prior Medicaid coverage even if the:

• family is not currently eligible for Medical Programs or
• person with unpaid medical bills is deceased.

Welfare Enrollees’ Understanding Of Medicaid

Given Medicaid’s complexity, virtually no one is likely to understand what they are eligible for a priori. Moreover, the medically needy and transitional programs almost always require separate, new applications. Enrollees seem unlikely to know about them. When a woman finds a job, she often leaves welfare without explaining why. Her case is closed for administrative reasons when she fails to complete some form or report for an interview. In this case, no one in the welfare department would even know she has excess earnings and that she would still qualify for some coverage.

As is discussed in the full report , we observed considerable dynamics of families, with family members apparently leaving the unit for a few months, returning for a period, and sometimes leaving again. Such dynamics are likely to confuse the eligibility process still further. It is only in the case of earnings exits7 that transitional benefits are offered. But if most exits are for other reasons, former enrollees would discover that most of the time when they went off of welfare , they immediately lost Medicaid. They might logically infer that losing welfare for any reason leads to the loss of Medicaid.

Two programsMedicaid and the Childrens Health Insurance Program provide health care coverage for more than 5 million Texans primarily children, pregnant women, and seniors and people with disabilities who are in or near poverty. Unfortunately, before the pandemic, enrollment in Medicaid and CHIP was declining. But due to a useful provision in the Families First Coronavirus Response Act , enacted in March 2020, enrollment in Medicaid has increased, reversing the downward trend.

Under the FFCRA, so long as the federally declared public health emergency remains in force, Medicaid beneficiaries are generally able to maintain health coverage. To offset the cost of covering additional people, Texas is receiving a 6.2 percentage point increase in its Federal Medical Assistance Percentage match for Medicaid .

• Minimize the number of still-eligible people who will lose coverage for procedural reasons once states are allowed to restart Medicaid disenrollments in 2022, and
• Ensure individuals who are no longer eligible are successfully transitioned to other coverage such as CHIP and the Affordable Care Act Health Insurance Marketplace, or to the Healthy Texas Women program.

How Can Transitional Medicaid Assistance Help Me

If you are a low-income individual or family, you may be eligible for Transitional Medicaid Assistance . TMA helps with the costs of health insurance premiums and other out-of-pocket expenses. It is available to those who are transitioning from one health insurance coverage to another.

In order to be eligible for TMA, you must meet the following criteria:

Staff hired in the past two years are not experienced in processing renewals, and even workers with more tenure need refresher training. States can supplement workforce capacity by approving overtime, bringing retirees back, hiring temporary staff, and using contractors to handle certain administrative tasks. But these steps require adequate budgets and authority for agencies to take action.

How Do I Apply For Medicaid For My Child

In Texas, Medicaid programs are managed by the Health and Human Services Commission . You can apply for any program for your child by visiting your local HHSC office. You can find that office by calling 2-1-1 or visiting 2-1-1 Texas online. You can also get free help applying for Medicaid services for your child from a community partner organization. When you apply for Medicaid, you may need to show or send:

• Proof of money you and each family member who lives with you earns from a job or other sources. Pay stubs or earning statements are most common, but there are other documents that can be used too.
• Social Security numbers or immigration document numbers.
• Details about current health insurance or any job-related health insurance that might be available to you.

If you and your child dont want to go apply in person, there are other choices:

• Apply for Medicaid online on the Your Texas Benefits website. You will have a chance to show proof of income, Social Security numbers, and insurance after you apply.
• Apply by phone by calling 2-1-1. They will start the application over the phone and mail it to you to sign.
• and fill it out.

Once you have filled out the application and gathered your other proof, you can:

• Take it to an HHSC benefits office. Call 2-1-1 to find an office near you.

Medical Programs Except Tp 45

A person applies for three months prior Medicaid coverage by completing Form H1113, Application for Prior Medicaid Coverage. Advisors must give this form to applicants who indicate on an application or during the application interview that the family has unpaid medical bills incurred during the three months before the application month. Exception: For Childrens Medicaid, Form H1113 is not required if the family provides enough information to determine eligibility for prior months.
