State Medicaid Coverage Of Dental Services For General Adult And Pregnant Populations
Inability to access dental care can result in poor oral health. For pregnant women, oral health complications are associated with poor pregnancy outcomes like low birth weight and preterm birth. State Medicaid programs are required to cover dental services for children under 21, but services for adults, including pregnant women are optional. Currently, 38 states and Washington DC provide coverage beyond emergency dental services and 29 states and Washington DC provide extensive dental services for pregnant women. This map and chart highlight dental benefits for general adults and pregnant populations enrolled in Medicaid.

Definitions of Coverage
NASHP used the following coverage definitions adapted from the Center for Health Care Strategies and American Dental Association Health Policy Institute:
- None: No dental services covered.
- Emergency: Services provided for the relief of pain and infection under defined emergency situations.
- Limited: Fewer than 100 diagnostic, preventive, and minor restorative procedures recognized by the American Dental Association per-person annual expenditure for care is $1,000 or less.
- Extensive:A comprehensive mix of services, including more than 100 diagnostic, preventive, and minor and major restorative procedures approved by the ADA per-person annual expenditure cap is at least $1,000.
The Texas Medicaid Application
To apply for Texas Medicaid, go to yourtexasbenefits.com and click apply for new benefits. Youll be asked to create an account to proceed. From there, you can apply for TX Medicaid, SNAP, TANF cash Help, WIC Food Benefits, and other support. You can also online and send it to the HHSC (Health and Human Services or visit your local HHSC office.

Medicaid/chip Dental Coverage In Texas
Adults and children enrolled in Medicaid in Texas are part of STAR, a managed care plan that operates across the state. Adults are eligible for limited dental services. Children enrolled in Medicaid are eligible to receive more comprehensive dental services.
Texas Health Steps, which is Texass CHIP, provides dental coverage to uninsured children and pregnant women with income above the eligibility limits for Medicaid.
Children And Young Adults
It may be easier for children and young adults under age 21 to prove that dental implants are medically necessary because of the required Early and Periodic Screening, Diagnostic, and Treatment benefit. This program is intended to avert major medical complications down the road by diagnosing and treating medical issues and conditions early in the treatment process.
If a dentist or a physician can show that dental implants are necessary as part of your EPSDT benefit, Medicaid is more likely to pay for at least some of the cost of the implants.

Dental Schools And Clinics
Dental clinics and dental schools may also serve as viable alternatives for Medicaid patients. Dental clinics often provide services for Medicaid beneficiaries at very low costs. They’re also a good option for dental care without insurance.
Many dental schools run clinics, allowing their dental students to treat Medicaid beneficiaries under the watchful eye of their instructors. The future dentists receive hands-on training, and in exchange, Medicaid patients are charged little or nothing for dental services. School-run clinics are more prevalent in urban areas.

Medicaid Enrollees Need Access To Dental Vision And Hearing Services
Fixing gaps in coverage only in Medicare without making the corresponding changes in Medicaid would exclude many people with significant unmet needs. Providing access to a full range of preventive services and treatment for non-elderly adults with Medicaid coverage could prevent more serious conditions later in life as well as the need for more invasive, costly procedures.
As shown in Figure 4, while a significant share of traditional Medicare enrollees aged 65 and over report having unmet dental needs due to cost, the share is almost two-thirds higher among Medicaid enrollees under age 65, who are low income by definition. While Medicaid enrollees under the age of 21 are eligible for dental care as part of the Early and Periodic Screening, Diagnostic, and Treatment benefit, once young adults turn 21, many no longer have access to treatment options. Adult Medicare beneficiaries under age 65 with disabilities many of whom also receive Medicaid face disproportionate challenges in obtaining needed dental care. Low-income seniors enrolled in both Medicare and Medicaid also have higher rates of unmet dental needs due to cost than other Medicare enrollees.
Congress would need to make various design decisions in adding dental, vision, and hearing benefits to Medicaid. They include: how the federal government and states would share the cost what benefit standards the federal government would set and whether Congress would permit nominal cost sharing.

Dental Insurance In Texas
Texas uses the federally facilitated health insurance marketplace HealthCare.gov for the sale of certified individual/family dental plans.
Not all insurers who offer medical plans through the Texas exchange include dental coverage with their health plans, but stand-alone dental plans are available for purchase that cover both adults and children.

Dental Benefit For Adults On Medicaid Becomes A Reality
“This is something that has been talked about for a long time,” Sununu said.
Delta Dental Chief Executive Officer Thomas Raffio added, “I’ve been at this for 25 years.”
The plan affecting up to 120,000 low-income clients has had strong bipartisan support, but stalled in the past because House conservative legislators balked at the price tag for taxpayers to provide coverage.
“It’s rare to achieve a public policy success that affects so many people,” said state Sen. Cindy Rosenwald, D-Nashua, who authored one of two identical bills to create this benefit.
“This will lead to better health outcomes that over time will save costs.”
The issue found its political sweet spot this year after House Republican leaders dropped their reluctance once they had found a handy revenue source for the first three years.
Last January, Centene Corp., one of the state’s three firms providing managed care for Medicaid clients, agreed to pay $21 million to the state’s inquiry into whether the company was overcharging for prescription drugs.
The bill claims all of that settlement money as the state’s match that will leverage getting about $60 million in federal grants over those three years.
“We finally were able to find the right solution to provide this benefit in a transparent and sustainable way,” Sununu said at a crowded signing ceremony in the Executive Council chambers.

Congress Should Ensure That All Medicare And Medicaid Enrollees Have Access To Dental Vision And Hearing Benefits
If Congress considers legislation to expand coverage for dental, vision, and hearing benefits in Medicare as it should it should also require states to offer these critical services to low-income non-elderly adults with Medicaid coverage. Failing to do so would leave out a group even more likely to have unmet needs for dental care due to cost than Medicare enrollees.

Which Dental Chains Accept Medicaid
Even though it may be difficult to find dentists who accept Medicaid patients, it is encouraging to note that some of the largest dental provider organizations in the country contract with state Medicaid programs. This includes Liberty Dental Plan and DentaQuest. Aspen Dental practices do not accept Medicaid patients.
