UnitedHealthcare SCO is a Coordinated Care plan with a Medicare contract and a contract with the Commonwealth of Massachusetts Medicaid program. Enrollment in the plan depends on the plans contract renewal with Medicare. This plan is a voluntary program that is available to anyone 65 and older who qualifies for MassHealth Standard and Original Medicare. The data confirm what Medicaid beneficiaries report and what a study by a Wharton School professor found: physicians’ willingness to take on Medicaid patients is directly related to reimbursement rates.
Data released by CDC confirm reports heard from around the country: physicians are less likely to accept new patients covered by Medicaid. In this case, the data come from the doctors themselves.
A QuickStats update included in this weeks Morbidity and Mortality Weekly Report shows that overall, 88.9% of primary care physicians said they are accepting new patients, based on 2015 data from the National Electronic Health Records Survey. However, the survey found there are differences in acceptance rates based on the patient’s expected form of payment:
- 94.2% of physicians accepted patients with private insurance
- 77.4% of physicians accepted patients with Medicare
- 71.6% of physicians accepted patients with Medicaid
In 2015, the year the data were collected, CMS reported that Medicaid covered 70.5 million Americans. The sudden surge in Americans with Medicaid due to Affordable Care Act had made it difficult for many to find a primary care doctor, in large part because reimbursements in the program had been historically low. A 2014 article in the New England Journal of Medicine said while there are several reasons why Medicaid beneficiaries have a hard time finding a primary care doctor, low or slow payments are the main ones.

About 69% Of Doctors Accept Medicaid Patients
Physicians have been accepting a smaller percentage of new Medicaid patients than patients on Medicare or with private insurance, according to a study by the National Center for Health Statistics , part of the Centers for Disease Control.
More than 95% of office-based physicians were accepting new patients in 2013, the latest for which data are available. While nearly 85% accepted patients using private insurance, and almost 84% accepted those in Medicare, less than 69% were accepting Medicaid recipients.
The study noted that the Affordable Care Act calls for Medicaid payment rates for many primary care services to equal those paid by Medicare, but most states have not fully implemented the new payment rates.
The NCHS looked at the acceptance of new patients by doctors in cities and smaller communities. There was almost no difference for patients with private insurance. About 83% of doctors in metropolitan areas accepted Medicare patients, compared to over 91% in non-metro areas. For Medicaid patients, the acceptance rate was 67% in cities, versus almost 86% in smaller communities.
The five states with the lowest percentage of physicians who accepted Medicaid patients were California, Florida, Louisiana, New Jersey and New York.
The survey data was drawn from electronic records of 4,220 physicians nationwide between February and June of 2013.
