Extent of Texas Abortion Bill Causing Fear, Confusion In Patients Seeking Help

Yes, at least some. If you live in the United States, regardless of what state you live in, at least some of your tax dollars go to abortions. All Americans directly pay for at least some abortions through federal tax dollars. All Americans also help indirectly fund abortion through tax funding of abortion providers.

If you live in one of the states that cover abortions beyond the provisions of the Hyde Amendment, a much more significant portion of your tax dollars goes directly toward abortions. You also fund more abortions outside of cases such as rape or threat to the mothers life than if you live in one of the other states.

Judge Allows Texas To Remove Planned Parenthood From Medicaid Program

Thousands of Texans are slated to lose their health care provider after a Texas judge on Wednesday allowed the state to remove Planned Parenthood from its Medicaid program.

Texas has long sought to ban Planned Parenthood, which provides abortions in Texas, from Medicaid. Medicaid funding does not cover abortions except in cases of rape or incest or when the womans life is at risk, due to the Hyde Amendment, dating back to 1976.

Several Texas Planned Parenthood affiliates sued the state last month for moving to ban Planned Parenthood from the program in light of a federal appeals court order in November allowing states to determine whether or not providers are qualified to participate in Medicaid.

The groups asserted that the Texas Health and Human Services Commission failed to issue a proper notice of termination from the program. Later that day, a Texas county judge temporarily blocked their ouster from the Medicaid program, with the state had slated for the following day.

But in a ruling on Wednesday, Travis County Civil District Court Judge Lora Livingston wrote that the groups cite no authority for the proposition that a court injunction requires the to re-notice its termination.

The impacts of Planned Parenthoods departure from the program could be stark. In 2019, Planned Parenthood provided health care to more than 8,000 Medicaid recipients in Texas, according to the most recent figures available from the organization.

Texas Sues Planned Parenthood Over $10m In Medicaid Payments

President Biden signs executive order that would allow Medicaid to pay for abortions

AUSTIN, Texas Texas wants Planned Parenthood to return more than $10 million in payments for low-income patients under a lawsuit filed Thursday, years after Republican leaders moved to cut off Medicaid dollars to the abortion provider.

Planned Parenthood called the lawsuit another political attack in Texas, where most abortions have been banned since September under a new law that the U.S. Supreme Court has allowed to remain in effect.

The money Texas is seeking to recoup from Planned Parenthood did not pay for abortion services which dont receive public funds but did cover cancer screenings, birth control access and other health services. Planned Parenthood has previously put the number of low-income patients it served in Texas under the program at 11,000.

Republicans across the U.S. launched efforts to defund Planned Parenthood in 2015 over secretly recorded and heavily edited videos taken by anti-abortion activists. Texas health officials accused Planned Parenthood officials of making misrepresentations to investigators and began the process of removing its clinics from the Medicaid program.

    Virginia Is For Abortion Access

In 2020, the General Assembly repealed a slew of abortion restrictions aka Targeted Restrictions on Abortion Providers . With the Reproductive Health Protection Act , Virginia became the first Southern state to pass proactive abortion access legislation. Passing RHPA means we did away with some of the burdensome requirements for abortion services, such as that pesky medically-unecessary ultrasound, the 24-hour mandatory waiting period, and mandated and biased counseling. Dont even get me started on the parking lots. Yes, that was a thing.

With all of the restrictions in place prior to RHPA, you might think abortions arent safer than getting your wisdom teeth out. But youd be wrong! Abortion is safe, and these restrictions are about one thing: old white men wanting to control peoples bodies. The only things that make abortions unsafe are restrictions like TRAP regulations and limited accessibility. Thats why having coverage on our health insurance exchange is so important. It sends the message that Virginia cares about reproductive justice and that we value autonomy.

    Does Health Insurance Cover Abortions

An abortion procedure, including a medication abortion and a surgical abortion, may or may not be covered by your health insurance plan. The answer depends on your states reproductive health care laws and restrictions, the type of health insurance, insurance company policies and the timeframe of the pregnancy. Some states restrict abortion, while others allow women to have access to abortion procedures depending on the situation.

Regulations governing health insurance coverage for abortions vary by state. In some states, insurance coverage for abortion including Medicaid coverage is quite limited, allowing coverage only in situations where the mothers life is in danger. In other states, coverage is less restrictive, says Brian Martucci, the Minneapolis-based finance editor for Money Crashers.

    According to the Guttmacher Institute:

ACA marketplace plans may or may not cover abortion services. In more than half the states, health insurance plans sold in the exchange arent allowed to cover abortions except for circumstances involving rape, incest, or the mothers life being in danger.

The Guttmacher Institute says Medicaid only provides insurance coverage of abortion within 33 states and the District of Columbia in instances of rape, incest, or life endangerment. South Dakota restricts public abortion coverage to cases of life endangerment. The other states utilize their own Medicaid funds to offer coverage that applies to most or all medically necessary abortions.

This Week: Texansâ Health Under Attack by Republican Lawmakers

Not too long after the Supreme Court decision in Roe v. Wade in 1973, anti-abortion politicians sought to find ways to restrict abortion as much as possible. Illinois Congressmember Henry Hyde admitted during a floor debate, I would certainly like to prevent, if I could legally, anybody having an abortion, a rich woman, a middle class woman, or a poor woman. Unfortunately, the only vehicle available is theMedicaid bill. Since 1976, an appropriations bill rider known as the Hyde Amendment has restricted federal funding for abortion services except in the narrow circumstances of rape, incest, or life endangerment. The current version of the Hyde Amendment only allows Medicaid coverage when a patient suffers from a physical disorder, physical injury, or physical illness, including a life-endangering physical condition caused by or arising from the pregnancy itself, that would, as certified by a physician, place the woman in danger of death unless an abortion is performed. Four years after its first passage, the U.S. Supreme Court in Harris v. McRae upheld the Hyde Amendments restrictions on federal funding.

The center accepts major health insurance carriers. If you do not have insurance, you may qualify for a discounted fee scale under Title X. Planned Parenthood can also help you sign up for additional programs that can help pay for services such as the Family Planning Benefit Program or Medicaid.

Do I Need To Get A Referral From My Primary Care Provider Or Health Plan Before Coming To Ppgny

No. New York State law says you are entitled to at least two visits annually to any family planning and reproductive health provider within the plans network, without a referral from your primary care provider. All necessary follow-up visits are also included. That means as long as PPGNY is in your health plan, you can come to PPGNY directly for covered family planning and GYN services without getting a referral.

Elective Abortion Coverage Is Much More Common In States That Run Their Own Exchanges

Six statesOregon, New York, California, Washington, Illinois, and Mainerequire all state-regulated plans to cover abortion services. Oregon, Illinois, and Maine use HealthCare.gov, while New York, California, and Washington have fully state-run exchanges.

But although 26 states have laws that ban or restrict abortion coverage for plans sold in their health insurance exchanges, only two of those states have fully state-run exchanges. The other 24 all use HealthCare.gov. And its clear that abortion coverage is much more widely available in states that run their own exchanges.

As of 2021, there are 15 fully state-run exchanges , including DCs exchange. The other 36 states use HealthCare.gov.

In a new rule addressing billing procedures for abortion coverage , HHS noted that based on 2020 plan data :

    • Across the 38 states that use HealthCare.gov, there were 23 insurers offering a total of 338 plans in nine states that provided coverage for non-Hyde abortion services .
    • Across the 13 fully state-run exchanges, there were 71 insurers offering 1,129 plans in 12 states that provided coverage for non-Hyde abortion services .
    • Roughly 3.04 million people were enrolled in on-exchange plans that included non-Hyde abortion coverage in 2019 .

Cms Should Require Texas To Fully Support All Postpartum Medicaid Enrollees

Medicaid Works for Women â But Proposed Cuts Would Have Harsh ...

CMS should deny this waiver for the reasons outlined above. Allowing Texas to implement a partial extension of postpartum Medicaid coverage with these restrictions that are not evidence-based would do nothing to promote maternal health equity, would undermine the goals of the Medicaid program, and would deny coverage to many postpartum people. Either the insufficient time period of this proposed extension or the problematic restriction of eligibility to certain pregnancy outcomes would be reason enough to deny this waiver on their own merits, and the combination of these harmful policies makes an even stronger case to deny it. Approving this waiver could also encourage other states to seek to propose similarly restrictive waivers, rather than pursuing the evidence-based, year-long SPA option created by the American Rescue Plan Act.
