To assist you with the Medicaid and Food and Nutrition Services applications, listed below are verifications you may be asked to provide in order to determine your eligibility. If you do not have any of this information you may still complete an application and interview for services. Individuals can apply at or in person at the Social Service building, no appointment is necessary.

New Program To Help Families Pay Water Bills
Beginning Wednesday, December 1st eligible households that have had their water services cut off or have received notice that their water services are in danger of being cut off can apply for assistance in paying their bill through a new federal program called the Low-Income Household Water Assistance Program . Households that currently receive FNS or Work First, or families who received LIEAP between October 2020 and September 2021 are automatically eligible to receive this benefit if water services are danger of being cut off.
You can apply by going to www.epass.nc.gov. Either apply online or print an application off and drop it off at our offices. You can also apply in person. Applications will be taken as long as funding is available. Beginning on January 1, 2022, all household will be able to apply for and receive assistance if they meet eligiblity requirements and funding is available.

Food Stamps And Meal Programs During The Covid
Because of the COVID-19 pandemic, it may be easier for you and your family to get food stamps and take part in meal programs. Contact your stateâs social services agency to see if youâre eligible.
During the pandemic:

Food stamp recipients may receive additional funding. More people may be eligible to receive SNAP during the pandemic than normally.

Parents whose kidsâ schools are closed can pick up school meals for their kids to eat at home.

People can enroll in food programs remotely rather than in person. This applies to programs for pregnant women, families, seniors, and people with disabilities.
Do I Qualify For Snap
To qualify for the Supplemental Nutrition Assistance Program, applicants must meet certain non-financial and financial requirements. Non-financial requirements include state residency, citizenship/alien status, work registration and cooperation with the IMPACT program. Financial criteria include income and asset limits.
The asset/resource limits are $5,000 for most households. Assets include bank accounts, cash, real estate, personal property, vehicles, etc. The households home and surrounding lot, household goods and personal belongings and life insurance policies are not counted as assets in the SNAP program.
All households must pass a gross income test to qualify for SNAP benefits. The gross income is per household size and based on the gross monthly income received by all household members. for SNAP income limits.

Special Issues For Non
As the previous discussion makes clear, some application processes are more complicated than others and the level of complexity varies by site and by type of benefit. The TANF/FSP/Medicaid application process typically includes more steps and generally the more steps involved, the harder the system can be to understand and navigate. By all accounts this complexity probably affects participation, and this effect may be greater for immigrants and limited English speakers whose efforts to navigate the application process are frustrated by their lack of English proficiency, confusion about eligibility rules, and apprehension about the consequences to their immigration status. In particular, some application procedures may present more significant issues for non-citizens than for citizens. Finger imaging, home visits and overly rigorous eligibility verification can be particularly daunting for families who closely associate many of these procedures with the Immigration and Naturalization Service .

Many people who are potentially eligible for SSI benefits do not know how receiving SSI affects their benefits or payments from other government and State programs.
MEDICAID
In most States, if you are an SSI recipient, you may be automatically eligible for Medicaid an SSI application is also an application for Medicaid. In other States, you must apply for and establish your eligibility for Medicaid with another agency. In these States, we will direct you to the office where you can apply for Medicaid.

SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM
The Supplemental Nutrition Assistance Program provides help for low-income households to buy the food needed for good health. If you receive SSI, you may be eligible to receive SNAP assistance to purchase food.
If you are applying for or receiving SSI, you are able to get SNAP information and an application form at your local Social Security office.
If all other members of your household apply for or receive SSI, and you apply for or receive SSI, we will help you complete a SNAP application. If you and all other members of your household already receive SSI and SNAP, you may be able to complete the SNAP forms for a recertification at your local Social Security office. SSI benefits count in computing SNAP eligibility.
Responding To Increasing Language Diversity
In addition to New York City, three of our other sites Arlington, Dallas, and Seattle have institutional experience with serving significant numbers of LEP applicants. Yet, the LEP population in each of these localities has undergone significant changes over the last two decades as a result of shifts in the common countries of origin for newly arriving refugees. As a result, LEP applicants now speak many more languages, presenting agencies with the challenge of adapting their systems to keep up with new demand for interpretation of less common languages. For some of these more recent refugee waves, neither the human service agencies nor the larger community have sufficient language capacity to meet the increased demand. When this mismatch in language capacity and needs occurs, there is an increased tendency by agencies to rely on friends and family members of LEP applicants for language assistance.

Although not provided by the welfare agency, language assistance is available for Spanish-speaking LEP applicants who access Medicaid-only benefits at the main public hospital in Dallas. The hospital employs Spanish-speaking bilingual financial counselors, who screen patients for Medicaid eligibility. The hospital also employs Spanish-speaking interpreters who provide interpretation during Medicaid eligibility interviews conducted on-site by out-stationed eligibility workers employed by the welfare agency.

Chapter 6 The Language Dimension Of Applying For Assistance: Strategies To Meet The Needs Of Limited English Speakers
This chapter addresses the issues faced by Limited English Proficient individuals when applying for public benefit programs and the ways that localities have attempted to address these issues. Medicaid And Snap Renewal Policies
The ACA significantly changed the policies governing Medicaid eligibility determinations and renewals. For many Medicaid households, including children, parents, and newly eligible adults, states must now use Modified Adjusted Gross Income , which relies on income tax rules to define household size and countable income. For Medicaid participants whose eligibility is calculated using MAGI, cases must be renewed no more frequently than every 12 months. The state agency must first attempt to conduct an ex parte renewal by reviewing electronic data sources to see if it can renew eligibility without requiring information from the participant :
- If the agency confirms that the participant remains eligible using available information, it sends the participant a notice with the information used to make that determination and directs the participant to notify the agency if any information is incorrect. The participant need not return the form if the information is correct.
- If the agency cannot confirm ongoing eligibility using available information, it sends the participant a renewal form pre-populated with available information and with instructions to provide missing information, update information as needed, and return the form with any required supporting documents.

The Demographic Context: Immigration And Language Diversity
Nationally, about one fifth of all children and one quarter of children in low-income families have immigrant parents . Data from the Census 2000 Supplementary Survey indicate that, nationally, the number of Limited English Proficient adults increased from 12 to 16.5 million between 1990 and 2000. During that time, the LEP share of the total adult population rose from 6 to 8 percent.
The composition of these immigrant families, especially in terms of their mixed immigration status and relatively large family and household size, is of particular relevance to this study. Almost 10 percent of all families in the U.S. are âmixed-statusâ families, meaning that at least one child is a U.S. citizen but at least one parent is not a citizen. According to 1998 figures from the U.S. Current Population Survey , 85 percent of families with at least one non-citizen parent have at least one citizen child. The vast majority of immigrant families who apply for benefits have both citizens and non-citizens in them and while non-citizen adults are often ineligible for benefits, their children who are usually citizens are generally eligible . In addition, immigrant parents have more children on average than native-born parents and they are more likely to live in extended families and multi-family households, making for even larger households.

Non-Citizen Eligibility Restrictions
After PRWORA, most post-enactment legal immigrants are not eligible for federally-funded Temporary Assistance for Needy Families , Medicaid, and SCHIP2 during their first five years in the country. States have discretion to decide whether to extend the bar to include pre-enactment legal immigrants.3 PRWORA also dropped food stamp eligibility for legal immigrant adults, regardless of date of entry, until they naturalize or prove that they worked in the country for a combined total of at least ten years. Finally, PRWORA exempted refugees during their first five years in the country and a few other small classes of immigrants from these legal immigrant eligibility bars.4
PRWORA’s immigrant eligibility provisions apply to the expenditure of federal funds for these programs, but not to state funding. Some states have opted to use their own state dollars to extend substitute TANF, food stamp, Medicaid and/or SCHIP benefits to post-enactment legal immigrant families. For example, 16 states provide some form of food assistance for post-enactment legal permanent residents , and 19 states provide TANF replacement programs. Twenty-three states fund Medicaid for post-enactment legal immigrants, and another three partially restore these health benefits .

- CA six-month mailer/SNAP periodic report: Starting in April 2022, all Cash Assistance and SNAP households that are due to return either a CA Six-Month Mailer or a SNAP Periodic Report must do so to keep getting benefits. Households who failed to return their mailer/report in January, February or March 2022 did not have their case closed for failing to return the mailer/report.
