What Do I Do With Medical Bills

Medicare & You: Understanding Your Medicare Choices

Pay attention to the mail you get for medical care. If the bill says that you owe money, you should:

  • Make sure your providers office has a copy of your Medicaid card for the month of the service.
  • If they have billed for the services but have not heard back from the health plan or Medicaid, ask if they will check on the claim. You can also call and check on the claim.
  • If you have called your providers office and checked on the claim but you still have problems, call an HPR.
  • You may have to pay your own medical bills for Medicaid covered services if:

    • You see a provider who is not part of your health plan
    • You receive services without showing your Medicaid Member Card to the provider

You will have to pay the bill for services you get:

    • When you were not eligible for Medicaid
    • During an appeal, grievance or hearing if the action is denied
    • If the services you receive are not covered by Medicaid

If you get services that Medicaid does not cover, you have to pay for the services yourself. You should sign a form that says:

  • What non-covered service you will have.
  • You know it is not a Medicaid covered service.
  • How much you will have to pay.
  • If you receive about a bill from a medical provider, you talk to the provider about the bill, and you still have a question, call Medicaid Information at 801-538-6155 or toll-free at 1-800-662-9651.

If your doctor recommends you see a doctor out-of-state, please ask your doctor if prior authorization is needed before you make the appointment. If approval is not given, you will be responsible for the medical bill and travel costs.

Prior authorization must be approved before travel expenses can be approved or paid.

NOTE: If you are in the PCP or HHP program and traveling to Bismarck, ND, a referral from your PCP or HHP is still required. If you are not in the PCP or HHP program, travel will only be reimbursed if Bismarck, ND, is the closest provider capable of providing the services.

Effective immediately, coverage will be protected for all individuals who have Medicaid as of March 18, 2020 and for all individuals approved for Medicaid coverage during the COVID-19 national emergency through the end of the month in which the emergency period ends. If you are not sure what type of coverage you have, remember that Medicaid members do not pay for monthly coverage and also have an anchor card. Medicaid coverage will only end if an individual requests termination of eligibility or if they are no longer resident of the state or have changes in citizenship or immigration status. Members will not lose coverage or have a decrease in benefits for any other reason.

For individuals who see messaging in their account and/or have received paper notices that their coverage is ending after March 18, 2020, no change in coverage will occur at this time. These individuals do not have to send in any paperwork to keep their coverage, and we will take steps to ensure their coverage does not terminate.

Medicaid Is Structured As A Federal

Subject to federal standards, states administer Medicaid programs and have flexibility to determine covered populations, covered services, health care delivery models, and methods for paying physicians and hospitals. States can also obtain Section 1115 waivers to test and implement approaches that differ from what is required by federal statute but that the Secretary of HHS determines advance program objectives. Because of this flexibility, there is significant variation across state Medicaid programs.

The Medicaid entitlement is based on two guarantees: first, all Americans who meet Medicaid eligibility requirements are guaranteed coverage, and second, states are guaranteed federal matching dollars without a cap for qualified services provided to eligible enrollees. The match rate for most Medicaid enrollees is determined by a formula in the law that provides a match of at least 50% and provides a higher federal match rate for poorer states .

Yet many people still arent aware that the law exists or how it affects them. In fact, a 2014 APA survey found that more than 90 percent of Americans were unfamiliar with the mental health parity law.
