Q How Long Will My Medicaid Benefits Remain Active

A. Medicaid is based on month to month eligibility. However, your benefits are redetermined on a yearly basis by DMMA to confirm whether you still remain eligible for the program you are receiving. Certain Medicaid programs require you to report changes in your situation within 10 days of the change. One example of a change that must be reported is new employment.

Unemployed Applicants Should Use State Or Federal Marketplace

An unemployed person can apply for health insurance on the federal or state exchanges. They may find affordable low-premium options based on family income. Should they not find an affordable option, they may qualify for an exemption, Medicaid, or the CHIP.

Many states offer assistance to low-income families to help them qualify for affordable health insurance including payment assistance. If income is below the minimum needed for Obamacare, then applicants can seek coverage under the applicable state Medicaid program or CHIP for minors.

What Counts As Income During The Covid

As a result of COVID-19, Congress passed the CARES Act, which established a Pandemic Unemployment Compensation for unemployed workers. Workers who qualify for PUC will receive an extra $600 a week in unemployment benefits in addition to their regular unemployment compensation.

It is important to note that the additional $600 weekly assistance will not count as income for Medicaid eligibility however, it will be counted as income in determining eligibility for financial assistance through the Marketplace. If individuals are receiving the weekly $600 in PUC, they should include it on their applications for Marketplace coverage.

Additionally, the one time stimulus payment established under the CARES Act will not be counted as income for Medicaid eligibility or Marketplace financial assistance. You do not need to include the stimulus payment on applications for Medicaid or Marketplace coverage.

Who Is Eligible For Medicaid

You may qualify for free or low-cost care through Medicaid based on income and family size.

In all states, Medicaid provides health coverage for some low-income people, families and children, pregnant women, the elderly, and people with disabilities. In some states the program covers all low-income adults below a certain income level.

Hello, I’m attorney Thomas Burton and today’s question is the following:

How much money can a Medicaid recipient have in the bank?

So this is a good question, one I see come up frequently. The short answer is you can have no more than $2000 in liquid assets in total and all your bank accounts, when you submit the Medicaid application in order to qualify for Medicaid. Now that’s for a single individual. If you’re married the community spouse can keep a certain amount of assets and that’s going to depend on your total amount of assets.

So work with your attorney to figure out that number but if you’re single person, the answer is it has to be $2000 or less, and for that reason, I don’t recommend you have exactly $2000 in the bank when you submit that Medicaid application. You want to have under that amount because if you’re over it even by $1, you would not qualify to receive Medicaid assistance.

Now one other thing to note, I touched on the house, if you want to have the house, the house won’t stop you from applying for Medicaid but later they will seek estate recovery from the house if it’s in your individual name.

Medicaid Covers 1 In 5 Americans And Serves Diverse Populations

Medicaid provides health and long-term care for millions of Americas poorest and most vulnerable people, acting as a high risk pool for the private insurance market. In FY 2017, Medicaid covered over 75 million low-income Americans. As of February 2019, 37 states have adopted the Medicaid expansion. Data as of FY 2017 show that 12.6 million were newly eligible in the expansion group. Children account for more than four in ten of all Medicaid enrollees, and the elderly and people with disabilities account for about one in four enrollees.

Medicaid plays an especially critical role for certain populations covering: nearly half of all births in the typical state 83% of poor children 48% of children with special health care needs and 45% of nonelderly adults with disabilities and more than six in ten nursing home residents. States can opt to provide Medicaid for children with significant disabilities in higher-income families to fill gaps in private health insurance and limit out-of-pocket financial burden. Medicaid also assists nearly 1 in 5 Medicare beneficiaries with their Medicare premiums and cost-sharing and provides many of them with benefits not covered by Medicare, especially long-term care .

How To Claim Unemployment Benefits

If you are out of work and need to file a claim for benefits, you can usually do that online or by phone with your states unemployment compensation department. You should be prepared to give your personal information as part of the application process, including your Social Security number, and information about your most recent employer. The unemployment department may ask you to submit documentation to support your claim, such as a letter of termination, as well as documentation of your prior wages during the one- or two-month lookback period. Once approved, your benefits will be paid out on a weekly or bi-weekly basis, depending on your state.

Effective Date Of Coverage

Once an individual is determined eligible for Medicaid, coverage is effective either on the date of application or the first day of the month of application. Benefits also may be covered retroactively for up to three months prior to the month of application, if the individual would have been eligible during that period had he or she applied. Coverage generally stops at the end of the month in which a person no longer meets the requirements for eligibility.

Chip And Children’s Medicaid Dental Services

Most children and teens with CHIP or Children’s Medicaid coverage get their dental services through a managed care dental plan. There are two dental plans to choose from.

Those with Medicaid who do not get their dental services through one of those two plans include:

  • All people with Medicaid, regardless of their age, who live in facilities such as nursing homes, state supported living centers, or community-based Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Conditions .
  • Children and young adults in the state’s foster care program who get their dental services through STAR Health.

The best Medicaid plan will be different from person to person based on their specific needs. There are a variety of plans to choose from. Not all of them are available in all areas, so check to see which ones are available to you before choosing one. You might also want to check with your doctors to see which plans they accept if you dont want to have to change doctors.

What Types Of Health Care Does Medicaid Cover

There are 56 different Medicaid programs — one for each state, the District of Columbia, and the U.S. territories. Each Medicaid program may help pay for different types of health care. What you pay varies, too.

You can use Medicaid for many types of health care. Medicaid covers screening and diagnostic tests, including X-rays. It helps pay for hospital stays and doctor visits. Prescription drugs are covered and so is family planning. It also covers nursing home and long-term care services for people with lower incomes.

Complete And Submit Your Application For Nursing Home Medicaid

There are several types of Medicaid programs in every state, so find your local Medicaid office at this link, and be sure you get the correct information and application for the specific eligibility group you want to apply underin this case Nursing Home Medicaid or institutional Medicaid.

Most states allow you to submit your application for benefits in multiple ways: in person, by mail, or online. The online application is likely to result in a faster determination, approved or denied, than submitting physical documents in person or through the traditional mail.

Ways To Become Medicaid Eligible When Exceeding The Limits

How Fast Can I Get Medicaid

If you meet Medicaids medical criteria, but your income and / or assets exceed Medicaids financial limits, there may be other ways you can qualify for Medicaid LTC.

For those with high medical costs that exceed their income, you may be deemed Medicaid-eligible if your state offers a Medically Needy Pathway. About 60% of states offer this program. If you spend a lot of your income on LTC, Medicaid can deduct those costs from your income. If the remaining income is at or below your states income limit, youre considered financially eligible, regardless of your income.

A Qualified Income Trust allows an applicant to directly deposit into a QIT the portion of their income that exceeds Medicaids income limit. Excess income will no longer count toward Medicaids income limit. The money in the QIT must be controlled by a trustee, not the Medicaid applicant. QIT funds can only be spent for medical expenses, Medicare premiums, or LTC that are not covered by Medicaid.

Spending Down Assets, for persons who are over the asset limit can make you financially eligible eventually if you dont violate any of Medicaids spend-down rules. For example, its not permitted to give away assets. Its very important to get professional advice before you spend down your assets to avoid violating state rules. You will be denied Medicaid for an extended period if you violate the rules.

Work Requirements And Medicaid In 2018 And Beyond

In April 2021 President Joseph Biden began unwinding the previous administrations attempts to create and implement new eligibility requirements for adults without children or disabilities. These requirements would have allowed states to remove Medicaid coverage from childless adults who are not disabled, who do not have jobs, or are not involved in work-related or volunteer programs. Even states that received approval had not enforced work requirements as of April 2021, because federal courts invalidated the rules.

In an effort to encourage states to expand Medicaid, President Bidens 2021 American Rescue Plan contains more matching of federal funds as an incentive. The U.S. Department of Health and Human Services has now revoked work requirements in the Medicaid programs of Arizona, Arkansas, Indiana, Michigan, New Hampshire, Ohio, South Carolina, Utah and Wisconsin. Kentucky and Nebraska withdrew their applications for work requirements after initially receiving approval.

According to the Pew Charitable Trusts, at least 15 states either applied for or received permission to impose work requirements during the previous administration. The nonpartisan research and policy Center on Budget and Policy Priorities reported that in 2018, Arkansas removed more than 18,000 Medicaid beneficiaries off the rolls because they did not meet new eligibility requirements.

What Services Do Not Meet The Definition Of An Emergency Medical Condition

Certain types of care provided to chronically ill persons are beyond the intent of the federal and State laws and are not considered emergency services for the purpose of payment by Medicaid. Such care includes:

  • Alternate level of care in a hospital
  • Nursing facility services, home care and
  • Rehabilitation services .

The above-mentioned services do not fall within the definition of an emergency medical condition. Therefore, Medicaid does not cover the cost for the above-mentioned services or transportation to these services.
