Purchases made with EBT are exempt from taxes but coupons are treated differently. Since the retailer is reimbursed by the manufacturer, the sale is subject to sales tax. SNAP cannot be used to pay sales taxes per federal law, so the tax amount must be collected in cash. According to the New York State Department of Taxation and Finance, an in-store coupon is not reimbursed and does not result in sales tax… but a manufacturer coupon does require sales tax to be paid. I hope that clears things up!
Also, I totally agree with you – benefit amounts can be kinda ridiculous. $117 for two is not much at all. 🙁
