Benefits will go into effect for those who qualify for coverage through Medicaid expansion beginning July 1.

“People can apply during June, and have their coverage start right the first day on July 1,” Steve Goldman, enrollment navigator at Legal Aid Services of Oklahoma, said during a panel discussion hosted last week by the Oklahoma Policy Institute and theCover OK Health Care Coalition.

Goldman said people can also apply July 1 or any day afterward, and coverage starts the day someone applies.

“But again, you have to apply before you incur bills, if you want those bills covered,” he said.

What Is The Medicaid Coverage Gap In Oklahoma

As one of the few states that maintains separate control over its healthcare assistance programs, Oklahoma faced unique challenges when the Affordable Care Act , also known as Obamacare, went into effect. The ACA grants tax credits to people who make between 100 and 400 percent of the poverty level. Oklahoma Medicaid Coverage Under Soonercare

Soonercare is Oklahomas Medicaid health coverage program and is administered by the Oklahoma Health Care Authority . Most children with autism in Oklahoma receive health care benefits through Soonercare.

Prior to 2019, Soonercare did not include coverage for medically necessary care of children with autism. This was in violation of a 2014 mandate by the Centers for Medicare and Medicaid Services which stated that all state Medicaid plans must cover medically necessary care of children with autism. This mandate is in accordance with the Early and Periodic Screening, Diagnostic and Treatment benefit of Medicaid which states that beneficiaries under the age of 21 are entitled to all health care services that are found to be medically necessary to treat conditions discovered in a child.

This year, the Oklahoma Health Care Authority officially amended the state Medicaid plan to cover medically necessary for autism, including ABA. As a SoonerCare member, or as the members personal representative, you may opt out of having medical information shared by the HIE at your primary care providers office or at the hospital providing care.

Eligibility Requirements For Oklahoma Medicaid

A person who wants to enroll in Oklahomas SoonerCare program must be a resident of Oklahoma and a United States citizen.

They can also be a legal alien or permanent resident who needs health care or health insurance. Immigrants who came to the country after August 22, 1996 cant enroll in SoonerCare for five years.

Medicaid eligibility requirements state their income must be below a percentage of the federal poverty level. For example, a two-person household cant have an annual gross income of more than $36,216.

A person may qualify for SoonerCare if they are also in one other category:

  • 65 years old or older
  • a woman under 65 who needs treatment for breast or cervical cancer
  • enrolled in the SoonerPlan

Types Of Medicaid Plans In Oklahoma

The two types of Oklahoma Medicaid are SoonerCare Traditional and SoonerCare Choice. The former operates a network of health care providers in the form of general physicians, pharmacies, and hospitals.

In SoonerCare Choice, each member enrolled in the insurance program has a medical home that coordinates their healthcare services.

As described below, Oklahoma submitted a waiver proposal to CMS in December 2018, seeking permission to implement a Medicaid work requirement. But Governor Stitts administration had also been working on a new approach, called SoonerCare 2.0. Instead of the straight Medicaid expansion called for in the ballot initiative that was ultimately approved by voters in 2020, Stitts proposal was significantly more complicated.

In early 2020, the Stitt administration expressed support for the Trump administrations Healthy Adult Opportunity Medicaid waiver approach, and rolled out a proposal designed to take advantage of the new flexibility the federal government is offering states.

SoonerCare 2.0 called for Medicaid expansion as of July 2020, although as noted above, that was canceled as a result of the COVID-19 pandemic. But the second phase of the program, which would have required federal approval and would have taken effect in July 2021, called for premiums for people eligible due to Medicaid expansion, a per-capita spending cap, a waiver of retroactive coverage, and a Medicaid work requirement .

As described above, Stitt surprised lawmakers in May 2020 when he vetoed the bill they had passed that would have provided funding for the SoonerCare 2.0 program that Stitt had proposed. And the state soon withdrew the state plan amendment that called for Medicaid expansion to take effect in July 2020.

The financial requirements vary by the applicants marital status, if their spouse is also applying for Medicaid, and what program they are applying for Nursing Home / Institutional Medicaid, Home and Community Based Service Waivers or Aged Blind and Disabled Medicaid / Regular Medicaid.

For married applicants with both spouses applying, the 2022 asset limit for nursing home coverage through SoonerCare is $4,000 combined, and the income limit is $2,523 / month per applicant. For a married applicant with just one spouse applying, the 2022 asset limit is $2,000 for the applicant spouse and $137,400 for the non-applicant spouse, and the income limit is $2,523 / month for the applicant. The income of the non-applicant spouse is not counted.

SoonerCare applicants are not allowed to give away their assets in order to get under the asset limit. To make sure they dont, Oklahoma has a look-back period of five years. This means the state will look back into the previous five years of the applicants financial records to make sure they have not given away assets.
