How To Apply For Medicaid In Illinois
To apply for Medicaid, families and seniors can use Illinoiss Application for Benefits Eligibility to apply online, or they can call the ABE Customer Care Center at 843-6154. If individuals prefer to apply in person, they can use the locator tool to find the nearest office of the Illinois Department of Human Services. In addition to providing an online eligibility screening tool, the website also allows users to apply for additional benefits, such as SNAP benefits and the Medicare Savings Program . Where Nursing Facility Services Are Provided
Medicaid coverage of Nursing Facility Services is available only for services provided in a nursing home licensed and certified by the state survey agency as a Medicaid Nursing Facility . See NF survey and certification requirements. Medicaid NF services are available only when other payment options are unavailable and the individual is eligible for the Medicaid program.
In many cases it is not necessary to transfer to another nursing home when payment source changes to Medicaid NF. Many nursing homes are also certified as a Medicare skilled nursing facility , and most accept long-term care insurance and private payment. For example, commonly an individual will enter a Medicare SNF following a hospitalization that qualifies him or her for a limited period of SNF services. If nursing home services are still required after the period of SNF coverage, the individual may pay privately, and use any long-term care insurance they may have. If the individual exhausts assets and is eligible for Medicaid, and the nursing home is also a Medicaid certified nursing facility, the individual may continue to reside in the nursing home under the Medicaid NF benefit. If the nursing home is not Medicaid certified, he or she would have to transfer to a NF to be covered by the Medicaid NF benefit.

The Lifeblood Of Nursing Homes Medicaid Reform Aims To Help Staffing In Illinois
Despite improvements to the Medicaid rate in recent years, the state of Illinois reimbursement hasnt kept up with rising costs for skilled nursing facilities especially at a time when operators need to keep upping their wages to compete with other industries.
While the next wave of the Provider Relief Funds is expected to infuse some much needed capital into long-term care, some in the skilled nursing space see it as nothing more than a stopgap to fix some of the larger financial challenges operators face.
To really get at the heart of the issue, state-by-state Medicaid reimbursement reform may be needed, according to Kevin McInerney, chief personnel officer and government affairs at Skokie, Ill.-based Legacy Healthcare.
On the state level, Medicaid reimbursement tends to be at the forefront, McInerney said.
Its not all about the dollars, but with that money youre able to do all kinds of other things like increase wages and fund initiatives to drive staff into health care, he added.
McInerney represents Legacy Healthcares interest in the state legislature and right now is focused on improving Medicaid reimbursement for skilled nursing.
Theres so many problems that exist that can be solved with some more money that its hard not to make Medicaid the focus, he noted.
LeadingAge Illinois is working with the Illinois Department of Healthcare and Family Services to try and close the gap.
What Kind Of Long
Some homes specialize in personal care while others specialize in health or nursing care. Others care for residents with all kinds of needs, from help with eating to post-hospital medical care. Since a facilitys name tells you little about the services offered, you should make a personal visit and talk to the administrator.
The administrator may use phrases like skilled nursing facility or intermediate care facility. These terms were created as a result of two government programs â Medicaid and Medicare â that pay bills for a majority of the residents of long-term care facilities. Medicaid pays bills for some low-income people, while Medicare helps pay some bills for eligible persons over the age of 65. These programs classify homes according to the kinds of services offered.
An intermediate care facility is for people who need health services and some nursing supervision in addition to help with eating, dressing, walking or other personal needs. Medicaid may pay for intermediate care but Medicare never does.
A skilled nursing facility is staffed to make round-the-clock nursing services available to residents who require them. In Illinois, the Medicaid program pays for care in a skilled nursing facility if a persons physician says such care is needed and his or her decision is approved by the program.

Who May Receive Nursing Facility Services
NF services for are required to be provided by state Medicaid programs for individuals age 21 or older who need them. States may not limit access to the service, or make it subject to waiting lists, as they may for home and community based services. Therefore, in some cases NF services may be more immediately available than other long-term care options. NF residents and their families should investigate other long-term care options in order to transition back to the community as quickly as possible.
Need for nursing facility services is defined by states, all of whom have established NF level of care criteria. State level of care requirements must provide access to individuals who meet the coverage criteria defined in federal law and regulation. Individuals with serious mental illness or intellectual disability must also be evaluated by the states Preadmission Screening and Resident Review program to determine if NF admission is needed and appropriate.
Nursing facility services for individuals under age 21 is a separate Medicaid service, optional for states to provide. However, all states provide the service, and in practice there is no distinction between the services.

Influential Nursing Home Industry Group At Odds With Pritzker Administration Smaller Long
Lawmakers on Tuesday will again hear the case for overhauling how nursing homes in Illinois get paid and the case against Gov. JB Pritzkers exact plans for how the system should change.
The states largest nursing home industry group, the Health Care Council of Illinois, agreed to the concept in principle in late October following months of negotiations. But talks have again broken down in the weeks since, with the two sides blaming each other for a failure to come to a compromise.
Illinois other two major nursing home industry groups months ago negotiated HFS proposal to a version theyre comfortable with, and are now staking out the other side in a fight that could come to a head as soon as lawmakers head back to Springfield in early January.
Carrots and sticks
Pritzkers Department of Family and Healthcare Services is proposing a more-than-$600 million increase in nursing home Medicaid reimbursement rates, some of which would come from an increase to the states nursing home bed tax in order to attract more federal Medicaid reimbursements.
The reimbursement increase to nursing homes would be the latest in a string of funding hikes to the industry since 2014 meant to increase staffing in facilities a long-standing issue exacerbated by the pandemic. But for reasons HFS and the states largest nursing home industry group disagree on, staffing levels did not substantially improve after those reimbursement increases.

Resource Limit For Medicaid In Illinois
To qualify for AABD Medical, you must have less than $2,000 in resources. Resources are assets like money and property. If you have a dependent or spouse in your household, you can have $3,000 in resources together.
Some property doesn’t count toward the resource limit. Your home is not counted as an asset for Medicaid in Illinois. Your personal belongings and household goods of reasonable value are exempt. One car is also exempt if someone in your family uses it to get to work or to get attend medical appointments, if it is modified to transport a disabled person, or if it is needed for essential daily activities.
If you have resources that exceed the limit but need AABD Medical in order to move into a nursing home, you can spend-down your assets and qualify. If you have a spouse who is remaining at home, then you will be allowed to keep assets to help support that person.
