How Having Medicaid And Private Insurance Works
If you have both Medicaid and private insurance, its important to understand how they interact. This interaction is known as the coordination of benefits .
In most cases, when you have Medicaid as well as another health insurance coverage, Medicaid serves as last-resort supplemental coverageoften known as wrap-around coverage. This means your other health insurance plan is required to pay for covered expenses first. Its only after your other plan has kicked in first that Medicaid will cover whats left.

Can Uninsured Women Enroll In Marketplace Coverage Upon Becoming Pregnant
Only if it is within the established open enrollment period or a woman qualifies for a special enrollment period , does not have a plan that meets MEC through Medicaid or an employer, and meets income and immigration criteria. Note that except in the states of New York and Vermont, pregnancy does not trigger an SEP.
Under the ACA, people who do not qualify for Medicaid coverage that meets MEC, and have incomes between 100% and 400% FPL, qualify for advance premium tax credits and cost-sharing reductions , which they can use to reduce the cost of health insurance purchased through a Marketplace. Those with pregnancy-related Medicaid in the three states that do not constitute MEC are eligible for Marketplace subsidies. Certain lawfully-present immigrants with incomes under 100% FPL subject to Medicaids five-year ban in their state are also eligible for APTCs. Undocumented immigrants are not eligible for APTCs, CSRs, or Marketplace insurance.

If youre at a low income and eligible, Presumptive Eligibility for Pregnant Women will be your first step toward prenatal coverage. PEPW is temporary coverage that can keep you healthy early in your pregnancy before Medicaid kicks in.
In Florida, the Department of Children and Families determines Medicaid eligibility for prenatal care. After PEPW, Medicaid will cover you for the rest of your pregnancy.
Healthy Start offers services to pregnant women, infants and children up to age three. Services include: provider referral, ongoing care coordination, and childbirth, breastfeeding and parenting support.
If You Decide To Pay Full Price For A Marketplace Plan
You can have both a Marketplace plan and Medicaid or CHIP, but youre not eligible to receive advance payments of the premium tax credit or other cost savings to help pay for your share of the Marketplace plan premium and covered services. If you or others on your Marketplace application choose to have Medicaid or CHIP and full-price Marketplace coverage:
- End your Marketplace plan with premium tax credits if youre the only one on the application.
- Submit a new application for Marketplace coverage without premium tax credits or other cost savings. Note: You can only enroll in Marketplace coverage during the annual Open Enrollment Period or if you qualify for a Special Enrollment Period.
- Notify your state Medicaid or CHIP agency of your Marketplace enrollment. Note: You may no longer be eligible for CHIP.

State Oral Health Action Plans
To support the Oral health Initiative, CMS invited state Medicaid agencies to develop State Oral Health Action Plans as a roadmap to achieving in their goals.
CMS has received SOHAPs from the following 25 states: Alabama , Alaska , Arizona , California, Connecticut, District of Columbia , Delaware , Florida , Maine, , Massachusetts , Michigan , Missouri , Nebraska, New Hampshire , New Jersey , North Dakota , Oklahoma , Pennsylvania , Tennessee , Utah , Vermont , Virginia , Washington and Wyoming . CMS encourages the remaining 29 states to develop and submit their SOHAPs, and CMS stands ready to provide technical assistance to any state that requests it.
SOHAPs may be submitted using either a CMS-developed Oral Health Action Plan Template or a user-friendly template developed by the Medicaid-CHIP State Dental Association. Completed SOHAPs may be submitted to Andrew Snyder, Health Insurance Specialist via email to with a copy to your CMS Regional Office contact. A. After being notified that you are eligible for Medicaid , you will receive in the mail a packet of information about the different MCO plan options for receiving your Medicaid benefits. You may choose any plan described in this mailing. You probably want to choose a Managed Care Organization to which your doctor belongs. Medicaid For Children Only
If families have income below the income limit for their children under the age of 19, they can apply for Medicaid benefits for their children. However, parents can only apply for Medicaid for their children when they are living with them. Caretakers can also apply for Medicaid benefits for children.
Children meeting the eligibility for Medicaid program can also apply for Child Health Check-up Program. Once a child enrolls in this program, he or she will receive regular health checkup along with dental screening and immunizations. Children enrolling in this program will also be able to receive other medical services necessary for proper child health.
Families receiving Medicaid benefits will stop receiving such benefits when their last child turns 18 years of age. For children between 18 and 21, Medicaid benefits are only limited to the child and not to the family.
A child born to a woman with Medicaid eligibility will automatically start receiving benefits under Medicaid for next thirteen months. The Presumptive Eligibility for Newborns begins from the date of birth.

What Is Pregnancy Medicaid
Medicaid is a government-sponsored health insurance program for low-income families who have no medical insurance or inadequate insurance. All states offer Medicaid or a program similar to Medicaid to help pregnant women receive adequate prenatal and postpartum care. Medicaid also offers health insurance to seniors, children, and people with disabilities.
What Benefits Does Pregnancy Medicaid Provide
Similar to other health care assistance programs, Medicaid does not pay monetary benefits directly to covered participants. Certain health care providers and health care facilities have a contract with Medicaid to treat those who are covered by Medicaid insurance.
When receiving Medicaid benefits, you should be given a list of medical providers who accept Medicaid or given a website to look for a provider in your area. As long as you receive care from a Medicaid provider, your health care costs will be submitted through Medicaid and will be covered. Pregnant women are covered for all care related to the pregnancy, delivery and any complications that may occur during pregnancy and up to 60 days postpartum.
Additionally, pregnant women also may qualify for care that was received for their pregnancy before they applied and received Medicaid. Some states call this Presumptive Eligibility and it was put in place so that all women would start necessary prenatal care as early in pregnancy as possible.

Pregnant women are usually given priority in determining Medicaid eligibility. Most offices try to qualify a pregnant woman within about 2-4 weeks. If you need medical treatment before then, talk with your local office about a temporary card.

Some women may be eligible, even if they already have private health insurance or have not yet obtained U.S. citizenship.
Medicaid for Low-Income Pregnant Women
Medicaid is a health insurance program offered through the state government. A pregnant woman can receive Medicaid benefits during pregnancy and up to two months after birth if she meets certain income requirements. Medicaid covers 100% of the cost of prenatal doctor visits, prescriptions, lab tests, hospital care, labor and delivery, postpartum checkups after leaving the hospital, and other medical care associated with pregnancy. Medicaid will also assist with rides to and from the doctor. CHIP Perinatal Coverage

Who Is Eligible For Medicaid
The general guidelines for eligibility for Medicaid are set by the Federal government however, each state sets up their own specific requirements for eligibility and these can differ from state to state.
All States are required to include certain individuals or groups of people in their Medicaid plan.
The state eligibility groups are:
- Categorically needy
- Medically needy
In the categorically needy group, this will cover pregnant women whose income level is at or below 133% of the Federal Poverty level.
In the medically needy group, this will cover a pregnant woman who makes too much money to qualify in the categorically needy group. This means that women, who may have been denied Medicaid before, may be able to qualify now.
