Temporary Assistance is the term used in New York State for public assistance programs. Temporary Assistance provides families and individuals with short-term help while they work toward self-sufficiency.

In New York State there are three financial assistance programs:

Family Assistance This program provides money for families with children. Cash benefits are limited to five years in a recipients lifetime. After five years a Family Assistance case may continue to receive benefits if an adult is disabled and cannot work or may be required to apply for assistance through the Safety Net category.

Safety Net Assistance This program provides money for basic living expenses for single adults and childless couples or families who have used up their 5-year limit of FA. Cash benefits are limited to two years including any cash benefits received through Family Assistance. After two years, the non-cash Safety Net Assistance voucher system provides benefits.

Day Care Services Essex County Subsidized Day Care is available for parents and/or caretakers who meet a certain set of requirements while they attend work and/or school.

Day Care Assistance is available for persons who are currently receiving Temporary Assistance and are attending a work/training program.

Parents and families that are not receiving Family Assistance can qualify on basis of income.

Eligibility Criteria

Essex County utilizes the New York State income guidelines set at 200% of poverty. If gross income for your appropriate household size is equal to or less than the guide below, you are eligible for Day Care Assistance. Please for the eligibility guidelines.

Parent Fees

All parents/caregivers involved in the Day Care program pay a weekly portion of their day care invoice directly to their childrens provider. This payment, called the Parent Share or Parent Fee, is set and based upon the household income.

Resource Limit

There is no resource limit in determining eligibility for Day Care Assistance.

What is the Coordinated Care Unit?

The Coordinated Care Unit is a central entry point for personal care and lifeline home-based services in Essex County and Adult Protective Services. To receive personal care services in your home, a person must be eligible for NYS Medicaid. Adult Protective Services are provided without regard to income. The unit works in cooperation with the Department of Social Services, Essex County Nursing Service, Office for the Aging, North Country Home Services, Mental Health, hospital discharge planners, nursing home/adult home social workers, and Lifeline Systems and North Country Home Services Lifeline Department.

Adult Protective Services Overview

Adult Protective Services is a program for adults 18 or older who may need protective services for a variety of reasons: they have a physical or mental impairment and they are no longer able to protect themselves from neglect, abuse, exploitation, or hazardous situations or they are unable to provide for their most basic needs of food, clothing, shelter, or medical care and they have no one willing or able to help them in a responsible manner.

Unfortunately, many American children are abused or neglected each year. The Department of Social Services maintains a team of highly skilled Child Protective Services investigators who make personal visits to reportedly abusive or neglectful homes. Investigators interview parents, children, neighbors, school teachers, and others who have information. CPS works closely with the police in investigations of potential criminal actions.

Child Abuse Prevention Services

When our CPS unit finds actual or potential child abuse or neglect, the Department strives to prevent future problems by providing services to the family. Such services generally include home visits and parenting information and assistance, with specialized instruction or assistance in other areas provided as needed. Services are provided by trained caseworkers from the Department of Social Services and partner agencies.

Are You A Person With A Disability Who Is Working

The Medicaid Buy-In program offers coverage to people with disabilities who are working and earning more than what is allowed in traditional Medicaid.

To qualify you must meet all the following requirements:

  • Be a resident of New York City
  • Be between 16-64 years of age
  • Have a disability as defined by the Social Security Administration or by New York State
  • Be working
  • Have resources not exceeding $20,000 for an individual and $30,000 for a couple
  • Have an income below 250% of the federal poverty level . However, the way income is calculated allows you to earn more than the FPL and still be eligible. For example, in 2021, 250% of the FPL was around $32,208, but people with $65,436 in earned income could still be eligible. You can use the Income Test Worksheet on page 6 of the toolkit for the MBI-WPD program to get a better sense of whether you might be eligible at your income level.

Are You Already Getting Insurance Through Your Employer

If you have health insurance coverage through your employer, you should keep that insurance and reach out to HRA. Medicaid may cover the cost of the premium for that insurance coverage.

The MBI-WPD program does not offer family coverage. Single people and married couples are both covered under this program if both individuals are working and have a disability. Spouses without a disability and children may be covered through other programs such as Medicaid through New York State of Health or Child Health Plus.

Medicaid Offers A Full Range Of Health Services For Eligible Persons Including:

For some pregnant women, services may be limited to perinatal care if their incomes are too high to qualify for full Medicaid coverage.

For children birth to 21 years old, Medicaid offers the Child/Teen Health Program , which provides the services listed above for all Medicaid recipients. C/THP places an emphasis on preventive care and treatment. For example, Medicaid requires that all children be screened with a blood lead test at one and two years of age. C/THP is available from fee-for-service healthcare providers. Also, all managed care plans must offer C/THP to Medicaid recipients under 21 years of age who are enrolled in their plan.

Child Health Plus and Family Health Plus provide services to eligible children and adults, respectively, through managed care plans.

Certain applicants may apply through NY State of Health while others may need to apply through their Local Department of Social Service . No matter where you start, representatives will help make sure you are able to apply in the correct location. NY State of Health determines eligibility using Modified Adjusted Gross Income Rules. In general, income is counted with the same rules as the Internal Revenue Service with minor variations. Individuals who are part of the MAGI eligibility groups listed below should apply with NY State of Health.

MEDICAL ASSISTANCE

The Medicaid Unit processes applications for a variety of health insurance programs including Medicaid, Medicaid Managed Care, Family Health Plus , and Prenatal Care Assistance Program . Family Planning Benefits Program , Medicaid Buy-In for Working People with Disabilities , and the Medicare Savings Program .

Financial eligibility is determined based on the income and resource standards governing the Health Insurance Programs. A Supplemental Security Income recipient is granted Medicaid based on his/her certification for SSI benefits. A separate application for Medicaid is not needed for SSI recipients.

Persons eligible for Medicaid may be required to enroll in a managed care plan. Essex County became a mandatory managed care county in October of 2010. At this time Essex County has 2 plans. The plans are Fidelis Care NY and United Healthcare.
