Memory Care Waiver Programs In Oklahoma

ADvantage Waiver Program

The ADvantage Waiver Program may pay for memory care services for those in residential care communities licensed as assisted living facilities. Some services this waiver covers include:

  • Housekeeping and maintenance services
  • Physical, occupational and speech therapy
  • Transportation
  • Restorative and supportive services

To be eligible for services, applicants must be at least 65 years old or disabled, and they must reside in a Medicaid-approved memory care facility as an alternative to a nursing home. They must also meet financial eligibility requirements to qualify for SoonerCare.

Seniors can apply for this waiver by visiting their local Department of Human Services office and filling out an application in person. Alternatively, they can call the ADvantage Administration office at 435-4711. To establish eligibility, a nurse asks the applicant questions regarding their medical history, current needs and social activities.

How Much Does Assisted Living Cost

Costs for assisted living vary depending on where you live and what level of care you receive. Expect to spend a minimum of $3,500 per month for the lowest level of care in a modest facility up to several thousand dollars for the highest level of care in a premium facility. On average, people reside in ALFs for about a year before needing a higher level of care at a nursing home.

Because ALFs create an individualized plan of care for each resident based on an in person assessment, ALFs do not publish monthly costs on their websites. They do list amenities and services available, however. According to a Genworth cost of care survey for 2021, the average national cost per month for a one-bedroom ALF apartment is $4,500.

Medicaid Funding For Circumcision

The following states do NOT pay for the full cost of Medicaid circumcision:

Arizona, California, Florida, Idaho, Louisiana, Maine, Minnesota, Mississippi, Montana, Nevada, North Carolina, North Dakota, Oregon, South Carolina, Utah, and Washington.

If you live in a different state, please write to your state Medicaid Director and ask them to discontinue funding for Medicaid circumcisions. See sample letter below. Let us know what happens and if you need support.

SAMPLE LETTER

Dear Medicaid Director:

Im writing to urge you to discontinue funding for Medicaid circumcisions. As you know, circumcision position statements have been published by the American Medical Association and the American Academy of Pediatrics, as well as medical organizations in other English-speaking countries. No national medical organization in the world recommends circumcision.

In the newborn period, there are virtually no medical indications for circumcision. The foreskin is a natural, healthy, functional body part. Normal conditions in infants and children, like a tight or long foreskin , are not valid medical reasons for circumcision in minors. Legitimate medical reasons for circumcision are rare, and are not likely to be present in newborns.

In view of these concerns, I urge you to reconsider Medicaid funding of non-therapeutic circumcisions. Thank you for your consideration of this matter, and I look forward to your response.

Very truly yours,

Whats done to children, they will do to society.

Hospitals in states where Medicaid does not pay for routine male circumcision are only about half as likely to perform the procedure, and this disparity could lead to an increased risk of HIV infection among lower-income children later in life, according to a UCLA AIDS Institute study.

Researchers found that at hospitals in the 16 states where the procedure is not covered, circumcision rates were 24 percentage points lower than at hospitals in other states, with lower rates particularly prevalent among Hispanics. The mean male circumcision rate for all states was 55.9 percent.

The findings are important because they document the effect of state Medicaid reimbursement policies on the medical services that are actually delivered, said the study’s lead author, Arleen A. Leibowitz, a professor of public policy and a researcher with both the UCLA Center for HIV Identification, Prevention and Treatment Services and the UCLA AIDS Institute. These services include male circumcision, which has been shown to lead to substantial health benefits in later life.

Study co-authors were Katherine Desmond, M.S., and Thomas Belin, Ph.D, both with UCLA.

We applaud Leibowitz et al. for describing the adverse impact on public health of the withdrawal by 16 states of Medicaid coverage for male circumcision.1 However, we are alarmed by a subsequent letter by anticircumcision lobbyists, in which the evidence regarding circumcision is thoroughly misrepresented.2

Their claims flatly contradict the bulk of the legitimate medical literature demonstrating that male circumcision protects against urinary tract infections, HIV, HSV-2, syphilis, chancroid, thrush, bacterial accumulation, human papillomavirus, penile cancer, local inflammation , phimosis, paraphimosis, sexual problems with age, and, in female partners, human papillomavirus, cervical cancer, HSV-2, chlamydia, and bacterial vaginosis.3 The evidence for several of these conditions now includes data from randomized controlled trials and rigorous meta-analyses. Two recent randomized controlled trials also show no adverse effect on sensitivity, sexual function, or satisfaction.4

Risks associated with medical circumcision of infants are extremely low and the majority of complications are minor and easily treated.3 Moreover, this procedure remains as popular as ever in the United States, with the majority of male infants being circumcised.
