Should I Apply For Medicaid Or Obamacare

Date:

Combining Coverage With Medicare

Medicaid

Itâs perfectly legal and beneficial to have both Medicare and Medicaid coverage at the same time if you’re eligible for both. In fact, thereâs even a name for people who have both: dual eligibles.

However, there’s usually no benefit to having both an Obamacare health insurance plan and Medicare.

It’s illegal for a private insurer to sell you an individual market plan after you’re enrolled in Medicare, but it’s legal to sell an individual market plan to someone who’s eligible for Medicare but not enrolled.

Also, an insurer can’t force you to give up an Obamacare plan you already have when you become eligible for Medicare.

In that case, though, you’ll lose any premium subsidy you’re receiving once you become eligible for Medicare , and there’s no coordination of benefits between Medicare and the individual market.

It’s generally advised that you drop individual coverage under Obamacare once you’re eligible for Medicare. This process is not automatic you have to initiate the cancellation of your Obamacare plan yourself and coordinate it with the start of your Medicare coverage.

This is true whether you sign up for original Medicare Parts A and B, or a Medicare Advantage plan.

Medicaid Is The Nations Public Health Insurance Program For People With Low Income

Medicaid is the nations public health insurance program for people with low income. The Medicaid program covers 1 in 5 Americans, including many with complex and costly needs for care. The program is the principal source of long-term care coverage for Americans. The vast majority of Medicaid enrollees lack access to other affordable health insurance. Medicaid covers a broad array of health services and limits enrollee out-of-pocket costs. Medicaid finances nearly a fifth of all personal health care spending in the U.S., providing significant financing for hospitals, community health centers, physicians, nursing homes, and jobs in the health care sector. Title XIX of the Social Security Act and a large body of federal regulations govern the program, defining federal Medicaid requirements and state options and authorities. The Centers for Medicare and Medicaid Services within the Department of Health and Human Services is responsible for implementing Medicaid .

Applying For Obamacare Via An Insurance Company

You can also search for Obamacare plans directly with health insurance companies. This might be an insurer that has been around for decades or a newer company that only exists online. In either case, if you apply online, the insurer may redirect you at some point to the health insurance marketplace either healthcare.gov or your state exchange to complete your application. Remember that the insurance company will only show you their health plans. So if you want to comparison-shop for insurance coverage, it may be best to go directly to the marketplace to see all the plans.

Q: I Am Enrolled In Medicare Part A But I Missed My Deadline For Signing Up For Part B And Im Now Looking At Many Months Without Coverage Can I Enroll In A Marketplace Plan To Help Pay My Medical Costs Until Part B Kicks In Next July

A: The answer, unfortunately, is no. People miss their Part B enrollment deadline for many reasons most often because, in the absence of any official notification about Medicare enrollment for everyone approaching age 65, they were given wrong information when consulting friends, employers, insurance companies or even, in some instances, government officials. Whatever the reason, the consequence is the same: Under Medicare rules, they are allowed to enroll only during a general enrollment period, which runs from Jan. 1 to March 31 each year, with coverage not beginning until July 1 of the same year.

Under Marketplace rules, anybody who has Medicare Part A alone, without paying a premium for it, is considered to have creditable health coverage, thus protecting them from having to pay Marketplace penalties for noncoverage. But Marketplace rules also insist that insurance companies cannot sell a Marketplace plan to anyone who is enrolled in any part of Medicare, because that would violate the law that protects consumers from being sold insurance that duplicates Medicare benefits.

This really hits people who have Part A but not Part B because, of course, it is Part B that provides coverage for the doctorsâ and outpatient services that comprise most peopleâs everyday health care needs. And for people over 65, it is also virtually impossible to buy coverage in the open insurance market, outside of Obamacare.

Do I Qualify For An Obamacare Subsidy

What Does Obamacare Mean For Me And How Do I Apply?

The Obamacare law allows some people with qualifying incomes to get a government subsidy in the form of a premium tax credit. These subsidies help make Obamacare health insurance coverage more affordable by paying a part of your monthly premium on your behalf.

You may qualify for a subsidy if you meet the following criteria:

  • You are not eligible for coverage through your employer or through someone elses employer
  • Your taxable income is between 100% and 400% of the federal poverty level for your area for example:
  • If you are a single person with no children, your taxable income can be no more than about $47,000 per year
  • If you are a married couple with one child, your taxable income can be no more than about $81,000 per year

How do Obamacare subsidies work?

Obamacare subsidies work on a sliding scale, and they make sure your monthly premiums are a fixed percentage of your annual income. Generally speaking, if you qualify for subsidies you will pay somewhere between 2% and 9.5% of your income toward your health insurance premiums, no more.

Remember, however, that your eligibility for subsidies is based on your estimated income for the year in which your coverage is in effect, not the prior year. That means, if you earn more than expected during the year, you may need to pay back some or all of the subsidy dollars you received. This reconciliation takes place when you file your federal tax return.

The Aca And Medicare Costs For High

The formula for Medicare part B is unaffected by the ACA and most seniors wont see a rise in the prices they pay. However, Medicare recipients with higher incomes have historically paid more for their Part B coverage, which is the medical insurance portion of the program and helps pay for outpatient medical care such as doctor visits, lab tests, and durable medical equipment. High-income seniors may still continue to pay higher rates despite the changes to Medicare.

Medicare Funding And Cost Distribution

Before we go over the changes to Medicare, well take a brief look at Medicare as it exists right now in the United States. For starters, you might be interested in knowing how Medicare gets funded and who operates the program. The U.S. Department of Health and Human Services operates the Centers for Medicare & Medicaid Services or CMS, which is the branch that manages Medicare and oversees Medicaid programs throughout the country. Medicare is funded through two trust funds managed under the direction of the U.S. Treasury: the Hospital Insurance Trust Fund and the Supplementary Medical Insurance Trust Fund. Each fund covers different aspects of Medicare, and both generate funding through taxes, Congressional budgeting and accrued interest.

Over the years, Medicare spending has increased to the point that the program no longer helps as many people as it could with the amount of money it supposedly generates. In other words, Medicare has become inflated due to administrative costs and other expenses that render it virtually ineffective to its enrollees. Obamacare addresses this cost discrepancy by establishing a plan to cut Medicare spending by $716 billion dollars over the next decade. By cutting costs to Medicare in the short-term, lawmakers hope to balance out the effectiveness of Medicare in the long-term. A balanced Medicare spending plan ensures that senior citizens and others who are eligible for the program receive maximum benefits.

Possible Solutions If Youre In The Coverage Gap

Obamacare registration reopens–How to sign up

If youre in the coverage gap, Medicaid isnt available, and ACA-compliant coverage can only be purchased at full price generally an unrealistic option, given that everyone in the coverage gap has an income below the poverty level. There are a few possible solutions, not all of which are adequate or realistic:

For coverage

For care

  • Free clinics and federally funded community health centers provide a wide range of preventive and primary care services for people in the coverage gap. More than a million low-income, uninsured Americans rely on community health centers that offer care on a sliding fee scale. And the ACA provided funding to increase the number of community health centers across the country. For many in the coverage gap, a community health center is their only realistic access to care, although treatment is limited to primary care.
  • You can rely on EMTALA for emergency situations. Emergency departments cannot turn patients away due to inability to pay. However, emergency departments are only required to stabilize patients theres no provision for ongoing treatment under EMTALA. And the emergency department can still send you a bill that can be sent to collections if its not paid .

Built Back Better Act Would Temporarily Close The Coverage Gap

The Build Back Better Act would close the coverage gap for 2022 through 2025. The legislation would provide full premium subsidies and cost-sharing reductions to people with income below the poverty level , thus allowing them to obtain coverage in the marketplace.

The Congressional Budget Office projects that the BBBAs subsidies for low-income enrollees would reduce the number of uninsured Americans by 2.3 million, and would increase total Medicaid enrollment by about 3.8 million people.

Ways The Aca Has Improved Health Care In The Past Decade

The health care law provides coverage for millions of Americans and protects people with preexisting conditions, but it remains under threat from a Trump administration-backed lawsuit.

Ten years ago this month, the Affordable Care Act was signed into law. Since then, the law has transformed the American health care system by expanding health coverage to 20 million Americans and saving thousands of lives. The ACA codified protections for people with preexisting conditions and eliminated patient cost sharing for high-value preventive services. And the law goes beyond coverage, requiring employers to provide breastfeeding mothers with breaks at work, making calorie counts more widely available in restaurants, and creating the Prevention and Public Health Fund, which helps the Centers for Disease Control and Prevention and state agencies detect and respond to health threats such as COVID-19.

The consequences of ACA repeal would be dire:

As the nation awaits a final ruling on the lawsuit, the Center for American Progress is celebrating how the ACA has helped the American people access affordable health care in the past decade. In honor of the laws 10th anniversary, here are 10 ways in which it has changed Americans lives for the better. Each of these gains remains at risk as long as the Trump administration-backed lawsuit remains unresolved.

Summary Of Obamacare Vs Medicaid

The two schemes are designed to offer better and affordable health insurance. Even though such conditions like the beneficiaries differ, their goals are similar. It is also worth noting that even though one can enroll for both the Medicaid and Medicare plans, one cannot register for both the Obamacare and Medicaid plans. It is, therefore, crucial that one seeks assistance from qualified offices before taking a step on any of the schemes.

Medicaid Is Structured As A Federal

Subject to federal standards, states administer Medicaid programs and have flexibility to determine covered populations, covered services, health care delivery models, and methods for paying physicians and hospitals. States can also obtain Section 1115 waivers to test and implement approaches that differ from what is required by federal statute but that the Secretary of HHS determines advance program objectives. Because of this flexibility, there is significant variation across state Medicaid programs.

The Medicaid entitlement is based on two guarantees: first, all Americans who meet Medicaid eligibility requirements are guaranteed coverage, and second, states are guaranteed federal matching dollars without a cap for qualified services provided to eligible enrollees. The match rate for most Medicaid enrollees is determined by a formula in the law that provides a match of at least 50% and provides a higher federal match rate for poorer states .

Q: I Have A Marketplace Plan On My Own How Do I Go About Switching From That Plan To Medicare

A: If you sign up for Medicare during the first three months of your IEP, your coverage will begin on the first day of the fourth month. To enroll, call Social Security at 800-772-1213 and schedule an appointment at your local Social Security office. Alternatively, you can sign up online on Social Securityâs website .

However, if you already receive Social Security benefits, the Social Security Administration will automatically sign you up for Medicare Part A and Part B and send your Medicare identity card by mail. The agency will specify the date when coverage becomes effective, without your having to actively enroll.

When you know the date on which your Medicare coverage is due to begin, you can cancel your Marketplace coverage. For example, if Medicare will begin May 1, you will want your Marketplace coverage to end April 30. To make this transition, itâs important to cancel your Marketplace policy at least 15 days before you want the coverage to end and to specify that you want it terminated on the final day of the month.

A word of caution: If you delay Medicare enrollment until the fifth, sixth or seventh month of your IEP, the beginning of your coverage will be delayed by two or three months. For example, if September is the last month of your IEP and you sign up anytime in that month, coverage would be delayed three months and begin on Dec. 1. This is important to remember while calculating when you want your Marketplace coverage to end.
