How Do I Apply

There are two ways you can apply for Medicaid. First, you can enroll through the HealthCare.gov marketplace by creating an account and filling out the application. The second option is applying directly through your stateâs Medicaid agency. Itâs that easy!

Medicaid is there to ensure that people on limited incomes can still attain quality health care, but since the program is managed by each state, the different requirements can be confusing. Luckily, the number of states that are expanding their eligibility of coverage is growing, creating a standardization across the country. This makes it easier to know what to expect if your considering looking into Medicaid as a health care coverage option!

Medicaid If You Are 18 Or Younger

If you are 18 or younger, you may qualify for income-based Medicaid if your familys income is 211% of the Federal Poverty Guidelines or less . It doesn’t matter how much your family has in resources or whether you have a disability. Note: Income-based Medicaid for children 18 and younger is sometimes called “Healthy Start.”

Unitedhealthcare Dual Complete Plans

Plans are insured through UnitedHealthcare Insurance Company or one of its affiliated companies, a Medicare Advantage organization with a Medicare contract and a contract with the State Medicaid Program. Enrollment in the plan depends on the plans contract renewal with Medicare. This plan is available to anyone who has both Medical Assistance from the State and Medicare. The other qualifications of Medicaid eligibility really are where the state-run aspect of Medicaid is important. In some states, your financial status isnât the only category that determines if you qualify for Medicaid. Much like MAGI, the ACA is important in this. When the ACA was introduced, it allowed states to expand who they offered Medicaid to. Most states did expand the eligibility, but not all. These are sometimes referred to as Medicaid expansion states and non-expansion states. If youâre living in an expansion state, your income alone is enough to qualify you.

In the 12 non-expansion states , you still need a prequalifying condition to qualify for Medicaid. These vary from state to state, so itâs worth checking on your specific stateâs Medicaid site. Some common qualifying statuses are parents or legal guardians, the elderly, children, or people with disabilities. So, if youâre a young, healthy, childless adult living in a non-expansion state, youâll likely need to look into the ACA marketplace.

Do You Qualify For Ssi Or 1619

If you have a disability, low income, and low resources, you may qualify for SSI. If you already get SSI benefits, you automatically get Medicaid coverage and do not need to apply separately.

If you dont get SSI benefits yet, you should learn whether you might qualify by reading DB101s SSI article. At the same time, you should apply for Medicaid separately, because it can take Social Security several months to review your SSI application and its important for you to have health coverage until then.

If you used to get SSI benefits, but stopped getting them after you started working, you may qualify automatically for Medicaid through a special rule called 1619 as long as your gross income is below $40,078 per year. Learn more about 1619 in DB101s SSI article.

If you do not get SSI benefits and do not qualify for 1619, income-based Medicaid might cover you.

Medicaids Rules For Immigrants:

  • Undocumented immigrants do not qualify for full Medicaid coverage, but they may qualify for Medicaid coverage for emergency services.
  • Most immigrants who have been lawfully present for less than five years do not qualify for full Medicaid coverage. However, they may qualify for private coverage subsidized by the government.
  • Immigrants who have been lawfully present for five years or longer and some other noncitizens who meet specific noncitizen requirementsqualify for all of the same programs that U.S. citizens can get.

As it’s done now, a Medicaid participant already enrolled in a plan gets automatically assigned back to the same plan.

If a person is newly eligible, the applicant is first checked if he can be put on a family member’s same plan, as the case is for newborns. If not, the department looks at the doctors that an applicant has used to see which plan most of the providers are associated with. Any remaining people are then put through a “quality-based assessment assignments process” based on plan performance in areas such as payment and quality measures.

The member gets notified that he or she has been assigned to a plan, and within 90 days, the member can voluntarily choose to make a different selection instead.

Overall, it’s a mostly hands-off process for the individual.

Who Can Get Medicaid

  • No matter your state, you may qualify for Medicaid based on your income, household size, disability, family status, and other factors. But if your state has expanded Medicaid coverage, you can qualify based on your income alone.

  • If you think you have Medicaid eligibility, you can create an account and fill out a Marketplace application. Youth Aged Out Of Foster Care

Who is Eligible? Youth between the ages of 18 and younger than 26 who aged out of foster care on their 18th birthday and received Title IV-E payments.

Alien Emergency Medical Assistance

Who is Eligible? Non-U.S. citizens who are not eligible for Medicaid.

Description: Provides coverage for the treatment of emergency medical conditions for certain individuals who do not meet Medicaid citizenship requirements

State Funded Medical Assistance for Non-Citizen Victims of Trafficking

Who is Eligible: Non-Citizen Individuals who are a victim of a severe form of human trafficking and are applying for, or preparing to apply for, a T Non-Immigration Status . Individuals must be an Ohio resident, have countable monthly income at or below 100% of the Federal Poverty Level , and not have eligibility under another category of assistance.

Description: Provides state-funded medical assistance to Non-Citizen Victims of Trafficking who have provided verification of the T-Visa application or evidence of human trafficking. Individuals must file a formal application for a T-Visa within one year of the medical assistance application date.

The SSA provides three different ways to apply for disability. Your options depend on whether you are applying for SSI or SSDI.

You can apply online. If you are applying for SSDI, the SSA gives you the option of applying online at www.ssa.gov/pgm/disability.htm. To begin the online application you will need to provide your Social Security number and basic personal information such as your address and phone number, information about marriages, other names you have used, and your work history. You will also need to provide the names and contact information for your doctors.

You can apply in person at your local field office. The SSA also gives you the option to apply in person at your local field office. This option is for both SSI and SSDI applicants. Lawmakers Voted To Freeze Medicaid Expansion In 2017 Kasich Vetoed

Lawmakers in Ohio came to a compromise on their budget bill on in June 2017 and sent it to Governor Kasich, who had just two days to review it before the June 30 deadline for the state to enact the budget for the 2018 fiscal year, which began July 1, 2017. The Senates version of the bill had included a freeze on new Medicaid expansion enrollments after July 1, 2018, and that provision remained in the bill after it went through the conference committee process to reconcile the differences between the House and Senate versions of the budget.

Kasich had noted that the Medicaid expansion freeze would result in 500,000 people losing coverage in the first 18 months, since people would lose coverage if their income increased and would then be unable to get back on Medicaid if their income subsequently decreased .

Kasich used his line-item veto power to eliminate the Medicaid expansion freeze, and he also vetoed a provision that would have required Medicaid expansion enrollees to pay monthly premiums for their coverage. Monthly premiums for Medicaid expansion populations require approval from CMS the Obama Administration only approved limited premium requirements, and had rejected a more far-reaching premium requirement that Ohio had proposed in 2016 . But the Trump Administration has made it easier for states to impose these types of requirements on Medicaid expansion enrollees.
